The Monetary and Capital Markets Department (MCM) of the International Monetary Fund has an opening for a Financial Sector Expert/Senior Financial Sector Expert in its Global Markets Analysis (GA) Division.

The post is based in GA’s London office, as part of a small team led by the Senior London Representative.

The key functions of the GA division include monitoring and assessing developments in global financial markets and systemically important financial institutions, analyzing risks to global financial stability and helping to ensure that the Fund takes consistent and well-informed views about financial risks and policies to mitigate these risks.

Under the guidance of the Senior London Representative, the main responsibilities of the position are to:

  • Co-ordinate and participate in market surveillance missions to key financial centers in Europe.
  • Maintain a constant dialogue with financial market participants to obtain context for asset price movements, gauge emerging stability risks, and brief senior MCM management.
  • Contribute to the analysis presented in the Global Financial Stability Report (GFSR), including by identifying relevant themes, leading some analytical aspects at times, and taking a substantial role in drafting sections of the GFSR.
  • Contribute to GA’s daily markets monitor and London-time morning update, including regular coverage of European mature and emerging markets.
  • Represent the Fund at industry conferences in the UK and Europe and engage in outreach presentations of the GFSR.
  • Provide in-depth assessment of risks and vulnerabilities of major markets and global systemically important institutions.
  • Contribute to the sustainable finance markets monitoring to support the ongoing work on climate and ESG within the GA Division and across MCM and the Fund.
  • Develop tools for market surveillance, valuation, default analysis, and methods for assessing risks to financial stability.
  • Contribute regularly to internal IMF documents and ad hoc background papers and briefing senior staff on latest market developments; and
  • Help managing the practical issues associated with the London office including, security, personnel, and IT issues.

  • Qualifications

  • An advanced degree in economics, finance, business administration, or a related field with minimum 4 years of years in the financial industry (e.g., strategist, portfolio manager, risk management), central bank, or other related experience.
  • Demonstrated knowledge of financial markets and proven ability to analyze and interpret asset market developments as well as a solid understanding of macroeconomic theory.
  • A proven ability to interpret and analyze complex issues under pressure, both independently and in teams.
  • Strong drafting/writing skills to provide concise, insightful written analysis on short notice/under tight deadlines.
  • Proficiency in financial modeling and quantitative methods and familiarity with financial market data, macroeconomic data, and latest econometric techniques and software.
  • Demonstrated ability to communicate and explain policy positions to market participants and the official sector.
  • The ability to cultivate and maintain relationships with financial market participants and market groups at other institutions, as well as working closely and flexibly with colleagues in the London office. A network of current contacts in Europe, spanning both market participants and the official sector, and demonstrated ability to leverage these contacts to inform high frequency market surveillance would be an advantage.

This vacancy shall be filled by a 3-year Term appointment in accordance with the Fund’s new employment rules that took effect on May 1, 2015.

This position is not based at the Fund’s Headquarters in Washington, DC; as a result, the vacancy will close at 11:59 PM at the local time of the job location.
