As per the current country program document (2020 - 2025 CPD) UNDP has developed regional engagement, Peace support and Enabling Democratic Governance in Ethiopia program towards addressing the complex humanitarian, development, and peace building needs as well as urgent institutional capacity gaps requiring a comprehensive approach in Amhara region. As clearly described in the CPD the project is developed with the objective of contributing to the livelihood and economic recovery, restoration of peace and stability for conflict affected communities through enhancing the capacity of the local government/public institutions, improving governance system/ restoring government functions, reinforce the capacity of justice institutions; facilitating data recovery and building resilient data management system; establishing and strengthening local peace infrastructure; restoring and enhancing local economy with the focus on women empowerment; and accelerating response to SGBV.

Bureau of Finance of Amhara Region is an implementing partner of UNDP in Amhara Region. The Bureau, as a coordinating body and responsible for development, planning, implementation, Fund transfer, follows up and monitoring and evaluation of program progress and compiling and submitting physical and financial reports to development partners including UNDP, it needs to have a relevant technical capacity that could provide technical support to ensure the above-mentioned responsibilities. As a result, the position is primarily to support the bureau and strengthen its capacity in particular in financial management and ensure compliance both for internal requirements of the regional government as well as the needs of the donors.

Under the direct supervision of the Deputy Bureau Head (Development Cooperation Section) and External Resource Director at BOF and in regular consultation with programme and operations colleagues coordinate and take a lead in UNDP support programs efforts at BOF. Responsible for the technical contribution to the development, planning, implementation, Fund transfer, follow-up monitoring, and evaluation of program progress and financial activities, compiling financial reports and submitted to BOF treasury, UNDP, and MOF.

According to the Program Implementation Manual (PIM) for UN-assisted programs, Under the overall guidance of the Deputy Bureau Head (Development Cooperation Section) of BOF, the NUNV Financial Management Specialist at BOF is responsible for discharging all duties and responsibilities listed below:

• Allocate UN resources to selected Regional Implementing Partners and program woredas in consultation with respective Ips. • Coordinate the overall Annual Work Plans (AWP) preparation, validation and distribution to all IPs across the region. • Provided overall technical support for the implementation of AWps in the region. • Facilitate timely budget request and budget distribution to districts based on the approved AWPs. • Ensure quality implementation of AWps as per the PIM. • Facilitate training like PIM, RBM, IIACT, etc. to all implementing partners in the region. • Liaise between UNDP and implementing partners' relationship and communication. • Cash Transfer to Bureaus and program woredas and Share Notification Letters to all districts and zones based on sectors' requests. • Facilitate, coordinate, and lead performance review meetings with all implementing partners at all levels. • Update the financial management system regularly. • Collect FACE formats from regions, zones, and woredas and compile financial reports with FACE and share them for respective agencies. • Compile financial reports and submitted to BoF treasury to be incorporated in the Government reports. • Update the ledger regularly. • Facilitate financial transactions from region to zones and woredas. • Track DCT and provide DCT status to all Ips at region, zone, and woreda level based on the PIM. • Provide technical support to region, zone, and woredas on financial management systems. • Conduct joint monitoring visits and provide feedback for all Ips at all levels based on the PIM. • Conduct spot checks and provide technical support for woredas

Programmer/project development, planning, implementation, monitoring, follow-up, evaluation, reporting, and administration.

 *      Five years’ qualifying experience with PHD and Seven years qualifying experience with Master’s degree is accepted.  
 •        Developing fieldwork experience, and specialized training/experience in emergency response management is desirable. 
 •        Experience in working with various partners, working with international and national experts to implement project activities 
 •        Excellent written and verbal English communication skills 
 •        Strong analytical and evaluating skills with the ability to generate financial and physical reports
 •        Able to work independently or in a team
 •      Experience with the UN programs related jobs or other NGO/CSO, is desirable

Amhara region is the second largest in population where Bahir Dar is the seat of the regional government. The region is experiencing intermittent conflicts and movements are sometimes restricted due to state of emergency.
