Overview

Manage finances for UNICEF projects in Ukraine, ensuring compliance and reporting.

You have:

• Masters degree in Public financial management, financial management of investment projects, or economics
• At least 5 years of experience in public financial management, financial management of investment projects, or financial management under IFI-financed programmes
• Experience in preparation of disbursement applications, financial reporting, budget planning, and management of loan and grant proceeds
• Knowledge of the EIB Financial Management and Disbursement procedures
• Ukrainian - Native
• English - Intermediate B1
• Experience in financial management of infrastructure projects financed by International Financial Institutions
• Strong analytical, communication, and stakeholder coordination skills

TERMS OF REFERENCE

The objective of these services is to manage finances within the UWR in accordance with the Financial Agreement and the Operational Manual for Program Implementation; to ensure compliance with budgetary procedures and payment processes within the UWR; to provide the necessary support to the Project Implementation Units (PIUs); and to compile and prepare the relevant budgetary and financial reports.

The Financial Management Consultant provides financial management support for the implementation of the UWR, including the review and approval of financial documentation, preparation of financial reports, disbursement documentation, financial information for donors and management, and consolidation of beneficiaries’ financial plans. The Consultant also prepares Allocation Requests and Loan Fund Transfer Agreements and performs other financial management tasks related to the UWR as assigned by the Head of PMSU.

Minimum Qualification required:

Education

• Masters degree in Public financial management, financial management of investment projects, or economics

Work experience

- At least 5 years of experience in public financial management, financial management of investment projects, or financial management under IFI-financed programmes (experience with the EIB will be an advantage);

Knowledge/Expertise/Skills

- Experience in preparation of disbursement applications, financial reporting, budget planning, and management of loan and grant proceeds;

- Knowledge of the EIB Financial Management and Disbursement procedures or similar IFI financial management and disbursement requirements

Language Requirements

Ukrainian- Native

English – Intermediate B1

Desirables

- Experience in financial management of infrastructure projects financed by International Financial Institutions (preferably in the water supply, sanitation, district heating, or municipal infrastructure sectors);

- Experience in financial planning, budgeting, disbursement, and financial reporting under IFI-financed programmes;

- Experience in providing financial advice, guidance, or training to public authorities, Project Implementation Units (PIUs), or Final Beneficiaries;

- Strong analytical, communication, and stakeholder coordination skills;

- Experience in large international investment projects.
