You have:

  • An advanced university degree (Master's or Doctorate degree, or equivalent) in business administration, finance, information technology or related fields is required.
  • A first-level degree (Bachelor's degree or equivalent) degree in the specified fields of studies with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.
  • A minimum of seven years of experience in finance, accounting, budget, business administration, information systems management or related area is required.
  • Experience working with complex budgetary and accounting operations; experience in finance systems analysis and development is required.
  • Experience in information technology especially planning, implementation and support of complex financial systems is required.
  • Experience managing a team of finance/Information technology professionals is required.
  • Experience in making and implementing recommendations to address complex business requirements through the introduction of new technologies and functionalities is required.
  • Experience in web, database and server technologies used in deploying systems is required.
  • Experience in report writing using different tools like Crystal Reports, and/or Business Objects is desirable.
  • Experience in programming, (Visual Basic, Microsoft .Net, C#, Java, C++, Oracle PL/SQL programming ability), and analysis, including structured/object-oriented design, relational systems, scripting and query languages is desirable.
  • Experience integrating SAP ERP with other enterprise systems including interfaces and data transfers from/to SAP and non-SAP systems is desirable.
  • English is required.
  • French is an asset but not required.

Contract

This is a P-4 contract. This kind of contract is known as Professional and Director staff. It is normally internationally recruited only. It's a staff contract. It usually requires 7 years of experience, depending on education.

Salary

The salary for this job should be between 159,743 USD and 205,956 USD.

Org. Setting and Reporting

The function of this position is located in the Contribution Section (CS) in the Finance Division (FD), Office of Programme Planning, Finance and Budget (OPPFB), Department of Management Strategy, Policy and Compliance (DMSPC). Acting as Secretariat to the Committee on Contributions, the Contributions Section provides support to the Committee and General Assembly in negotiating the scale of assessments and ensures the timely issuance of assessments and information on the status of assessed contributions. The Finance Information Officer reports directly to the Chief of Service, Finance.

Responsibilities

  • Provide professional leadership and work direction to assigned project team, and/or mentor and supervise the work of new/junior officers, contract staff, and other personnel. - Provide business analysis and technical direction for planning, implementing and supporting financial information systems for the Contributions Portal and Payroll Analysis Tool. - Analyze industry best practice in business processes, and design and manage the implementation of new methods of work with departmental or organizational scope that increase the efficiency and effectiveness of financial operations. - Evaluate existing systems and identify the need for new systems (or modifications to existing systems); select options for solving system and workflow problems and propose the most suitable solutions based upon functional and economic considerations. - Plan, supervise and participate in all phases of the systems development lifecycle for Financial Systems, through the negotiation and development of design change documentation; negotiating with Users and the technical terms to enable their completion; specifying test plans and testing methodologies; undertaking and supervising the various phases in the testing lifecycle, and authorizing the migration of changes through the development cycle. - Provide day-to-day problem-solving services for complex Financial systems issues to clients; document system problems and prioritize them; identify problems and irregularities in OPPFB financial operations and completed transactions, resolving them inn timely and effective manner; where data has been corrupted, to propose resolutions and data' fixes following best practice; write work procedures for systems and/or specific business events. - Create complex reports and perform data analysis using SQL database applications, data modelling in SAP BW, SAP HANA; propose improvements to existing systems and standard reports bused upon user demand. - Develop training materials, operating and user manuals; train staff in assigned areas.
