Job Summary

The FEC program aims to improve the financial stability of Sacramento households by providing high-quality, one-on-one financial education and counseling to low-income residents. FECs are located in areas with high concentrations of poverty and financial distress. The FEC Program Manager will directly supervise financial coaches in both IRC and partner agencies to implement the FEC model and provide financial capability services to low-income community members. The FEC Program manager will hold a caseload of clients within the FEC. The FEC Program Manager position will report directly to the Technical Advisor, Economic Empowerment within the Program Quality and Innovation Unit. The FEC Program Manager will have an indirect reporting line to the IRC Sacramento Site Director. Over time, the FEC Program Manager will report directly to the Site Director.

Responsibilities:

· Support the programmatic design and implementation of the initiative.

· Act as the liaison between IRC and referral partners and hosts.

· Work with partners to problem-solve operational issues, including programmatic integration with host sites and referral relationships with other local government agencies.

· Support the marketing, outreach, and strategic referrals of clients to the FECs.

· Oversee organization’s implementation of client management and database system.

· Ensure that data collected within the client management and database system is complete and accurate.

· Collect, aggregate, and prepare any programming reports for the Local Government Manager, funders, partners, etc.

· Train all FEC employees and referral partners on the FEC model.

· Supervise the financial counselors at the FECs.

· Ensure that FECs are compliant with program protocols, outcomes and other requirements.

· Report regularly to the IRC’s internal project management team.

· Provide coaching and counseling services to FEC clients; follow all data procedures for tracking these clients.

· Draft grant proposals in collaboration with the Technical Advisor, Economic Empowerment.

· Participate in regular calls and semi-annual reviews with local government and funders.

· Successfully complete and pass counselor training.

· Assist in the development and implementation of a sustainability plan.

· Regularly attend IRC Sacramento team and office meetings; participate in office-wide initiatives.

· Other duties as assigned.

Key Working Relationships:

Position Reports to: Technical Advisor, Economic Empowerment, Program Quality and Innovation Position directly supervises: Financial Coaches (in and outside of IRC), Interns and volunteers within program

Indirect Reporting: Site Director, Sacramento Other Internal and/or external contacts:

Internal: Economic Empowerment Program Manager

External: City of Sacramento, Partner Agencies

Qualifications:

· Bachelor’s Degree required, advanced degree strongly preferred.

· Minimum of 3 years management experience, including program development, grant writing, monitoring and evaluation, and supervisory experience.

· Proven financial management skills: including the ability to effectively manage program budgets and financial matters; experience with micro lending, credit building and business development preferred.

· Experience in financial education, asset building, or community development preferred.

· Knowledge of data management and comfort working with large data sets, a plus.

· Excellent interpersonal skills: the ability to work effectively with partners and colleagues in a cross-cultural, multi-disciplinary environment;

· Solid organizational skills with the ability to juggle multiple tasks, set priorities, effectively manage time, and meet deadlines;

· Excellent writing and verbal communication abilities.

· Strong Computer skills: MS Word, Excel, and Outlook;

· Ability to function effectively within protocols and challenges of operating within a high-profile local government program.

· Valid driver’s license, reliable vehicle with current insurance, and the ability to travel regularly throughout the service delivery area.

Working Environment:

Standard office work environment combined w/standard classroom setting and some travel throughout service delivery area, particularly to partner agencies who house IRC financial coaches.
