The UNICEF Division of Financial and Administrative Management (DFAM) seeks the expertise of an eligible individual consultant to provide customized support to the Office of the Comptroller. The consultant's primary task is to perform financial and data analytics and assist in monitoring the Division's performance delivery and management of financial resources.

How can you make a difference?

Scope of Work: The responsibilities of the consultant encompass, but are not confined to, the following key deliverables:

  1. Financial data analysis: Conduct an exhaustive analysis of financial data using analytics tools to detect patterns and trends and offer insights based on the findings to facilitate decision-making.
  2. Report Compilation: Collaborate in creating comprehensive reports derived from the assessments conducted and assist the Office of the Comptroller in clearly documenting the accomplishment of Key Performance Indicators (KPIs).
  3. Metrics and Monitoring: Define, track, and report on financial metrics, monitor performance against benchmarks, and provide data-driven financial recommendations.
  4. Data Management: Gather, maintain, and present financial-related data while continuously updating the DFAM databases, SharePoint sites, and dashboards.
  5. Support to Strategic Operations: (a) Use predictive analytics to forecast and assist in operations workforce planning. (b)Translate complex data into actionable insights, present findings effectively, and contribute to process improvements.
  6. Ad Hoc Tasks: Support the designated supervisor by executing additional financial and administrative management tasks within the division as instructed.

Expected Deliverables:

The consultant is anticipated to produce the following outputs:

  1. Comprehensive review of documents with recommendations.
  2. Regular progress reports to the Comptroller's Office on accomplishment of KPIs.
  3. Metrics of performance against benchmarks and data-driven financial recommendations.
  4. Regular data-driven updates of DFAM-related portals, databases, SharePoint sites, and dashboards.
  5. Support to Strategic Operations: (a) Assist in forecasting operations supply and demand trends for workforce planning. (b) data visualization: report of actionable process improvement insights.

Duration and Location:

The consultancy is scheduled to span a period of six months, commencing on December 1, 2023, with the consultant stationed at the UNICEF headquarters in New York.

The consultant should possess the following qualifications and expertise:

  1. Education: An advanced degree in finance, accounting, or a related field is mandatory. Possession of additional professional certification such as ACCA, CPA, or equivalent is highly desirable.
  2. Experience: A substantial background in financial data analysis, with at least five years of pertinent experience, is required.
  3. A proven record of accomplishment in conducting financial analysis and related reporting is highly desirable.
  4. Exceptional communication and presentation skills required.

Reporting Structure:

The consultant will report directly to the Senior Advisor, Office of the Comptroller, with a dotted line reporting to the Chief Field Strategy and Technical Support

Compensation:

The compensation package will be determined through negotiation, corresponding to the consultancy's duration and depth of expertise. Payments will be made in US Dollars.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
