This is a NYHQ position in Treasury and Structured Finance Section under the Division of Finance and Administrative Management (DFAM) reporting to the Chief, Treasury and Financial Services Unit.

The DFAM overall objective is to ensure that financial resources are fully attributed to the Strategic Plan results chain, made available in a timely manner, used effectively and efficiently within an optimized organizational structure which is ‘fit for purpose’. This is achieved through periodic measurement and transparent reporting of financial and administrative performance, and the development and application of risk-informed policy, improved procedures and innovative systems.

Treasury and Finance specific role is to manage financial risk while ensuring liquidity and generating market returns on cash resources and managing corporate banking relationships, also gaining Country Offices’ efficiencies relating to currency

How can you make a difference?

Summary of key functions/accountabilities:

  1. Daily execution of money market and foreign exchange transactions in accordance with UNICEF’s Investment Guidelines.
  2. Daily oversight of cash management activities for DFAM Treasury NYHQ bank accounts as well as monthly analysis of bank statements on Treasury NYHQ bank accounts against agreed fees schedule to ensure that correct fees/charges are being applied.
  3. Actively monitor and analyze fixed income markets and money markets, and provide technical expertise to senior investment and trading team in support of portfolio strategy.
  4. Monitor and calculate any FX gain/losses on Procurement Services transactions conducted by the Supply Division to ensure that they are charged back to the government counterparties.
  5. Analyze and recommend different payment modalities for treasury payments on investments, foreign exchange and bank-to-bank transfers including related charges and recommend ways to get best value for money.
  6. Conduct cash flow analysis, financial risk analysis and any other cost-benefit analysis and make recommendations as appropriate.
  7. Assist in reviewing pre-financing requests and guarantees supporting them, innovative financing structures, and also FX strategies for cash transfers to beneficiaries and make recommendations.
  8. Assist in the development of policies and procedures; update and maintenance of presentation materials used for training as well as SOPs to educate stakeholders of the different aspects of the Treasury function.
  9. Other duties which may include:
    1. Act as the Back-up for other Finance Specialist (P3) in her/his absence.
    2. Any other duties or ad hoc studies assigned by the supervisor and/or Deputy Director of Treasury and Structured Finance

To qualify as an advocate for every child you will have…

  • An advanced university degree (Master's) in Finance, Business, or Economics is required.
  • A minimum of six (6) years of relevant professional experience in banking and/or investment & foreign exchange management, is required.
  • Experience with trading platforms and investment software, particularly the use of Bloomberg terminals, 360T, Microsoft Excel spreadsheets and Power Point is required.
  • Experience in working in a multi-cultural environment, is highly desirable.
  • Experience of working with ERP systems, preferably SAP, is highly desirable.
  • Developing country work experience and/or familiarity with emergency is considered an asset.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
