This position is situated in UNICEF’s Supply Division in Copenhagen. Supplies are essential to fulfill children's rights. UNICEF procures and supplies over 5,000 products to address the needs of children supporting UNICEF's ongoing programmatic activities, rapid supply response to emergencies, as well as procuring and supplying through procurement services essential commodities on behalf of governments and other partners in their efforts.

The SDGs commit all governments to comprehensive, integrated and universal transformations, including ending hunger and malnutrition by 2030. Countries are required to mobilise efforts to end all forms of poverty, fight inequalities and tack-le climate change, while ensuring that no one is left behind. Without adequate and sustained investments in health, the SDGs will not be realised. Countries are at different stages in their trajectory towards self-financing sustainability and Public Finance Management (PFM) obstacles often impact their ability to mobilize required resources and/or maximize investments for children.

How can you make a difference?

The Finance Specialist will be based at UNICEF Supply Division and will be leading the implementation of the day-to-day activities of Nutrition Financing by carrying out required analysis and engaging with countries to provide direct technical assistance and support with pre-financing to expand self-financing sustainability with respect to nutrition programmes, as well as managing the partnership with internal and external Partners to achieve successful implementation of the project. Additionally, the Finance Specialist will support the implementation of the UNICEF Supply Division’s Financing and Domestic Resource Mobilization Strategy (which focuses on supporting governments’ mobilization of domestic resources to buy essential supplies while “bridging” timing gaps in government or grant disbursements of Ministries of Health and Finance,

development partners, and the private sector (including regional and international banks) to develop solutions aiming at making essential supplies increasingly affordable and available) related to country financing activities with respect to other programmes/challenges, especially resource mobilization by national budgets, issues with disbursement processes, accessing financing instruments, such as the Vaccine Independence Initiative (“VII”) revolving fund.

Under the supervision of the Procurement Services Manager – Planning and Financing, Procurement Services Centre, the Finance Specialist will lead the financial and programmatic management of country pre-financing, Nutrition Match Fund and Nutrition financing related Technical Assistance activities; partnership management, support countries, focusing on data-driven analysis and technical advice to countries on budgeting and developing commodity financing plans for essential supplies, especially related to Nutrition, to predict funding/financing gaps to support the further development of pre-financing solutions, including Commercial instruments, to assist governments in bridging cash flow timing gaps and accessing hard currency.

The Finance Specialist (PSC) will coordinate day-to-day Nutrition Financing, and support expansion of the Vaccine Independence Initiative (VII), among other security pre-financing sources to support procurement efficiency; will perform research and analytical functions and provide direct technical assistance to Countries in the following functional areas: 1) Country budgetary processes and monitoring, including supporting resource mobilization for nutrition needs 2) Working directly with Ministries of Health and Finance (or equivalent) on accessing UNICEF’s revolving fund 3) Engaging with Supply Division business units and Regional/Country Offices and external Partners to support supervisor’s coordination of work, while creating both internal and external capacity building packages.

Key responsibilities will be:

1. Coordinates the financial management of country pre-financing and Nutrition Match Fund related activities of Nutrition Financing project and support the internal and external work on expansion of VII and other bridge financings with the objective of helping improve operational timeliness for the provision of essential commodities and/or market dynamics.

2. Coordinates underwriting process of both country-subscription and ad-hoc pre-financing submissions ensuring that duly process is followed, and bridge financing capital limitations which could result in unrecoverable losses to UNICEF.

3. Provides technical advice and guidance on both pre-financing and technical assistance work;

4. Coordinates the technical assistance and normative work of Nutrition Financing activities and provides support to the day-to-day country financing related activities with respect to other programmes.

5. Performs day-to-day work as part of deliverables for UNICEF Supply Division’s multi-partner initiatives, including the Nutrition Financing project.

6. Analysis of existing UNICEF data (including procurement data) to track country spending and pre-financing needs.

7. Designs and prepares financial reports for internal management and external donors and other third parties.

8. Supervises the performance of Planning and Business Support Assistant(s).

9. Acts as a back-up and other duties and responsibilities as assigned by the supervisor.

Required:

  • Advanced University Degree in financial management, public health or related field is required. (A first University Degree in a relevant field combined with 2 additional years of professional experience beyond the required 5 years, may be accepted in lieu of an Advanced University Degree).
  • Minimum 5 years of progressively responsible professional work experience in public or private sector at national and international levels in the area of finance, procurement, public health, accounting or auditing.
  • Experience with Country Ministries of Health and Ministries of Finance, Financing, Budgeting, Procurement or Commercial Issues relating to Health Products.
  • Proficiency in use of data processing systems.
  • Fluency in English.

Desired:

  • Fluency in French
  • Knowledge of another UN language (Arabic, Chinese, French, Russian or Spanish)
