DRC has been operating in the Middle East (ME) region for over a decade, running a combination of emergency, livelihood, protection and advocacy programmes through Country Offices (COs) in Yemen, Syria, Iraq, Jordan, Lebanon and Turkey with a Regional Office (RO) in Amman.

DRC Yemen’s response

Danish Refugee Council (DRC) has been operating in Yemen since 2008 using a protection of human rights framework. DRC initially worked in Yemen with mixed migrants coming from the Horn of Africa who are displaced by conflict and drought. Since then, DRC expanded its sectors of intervention and is now providing humanitarian assistance in nineteen governorates throughout the country. Current programme sectors include protection, food security & livelihoods, WASH, Shelter, humanitarian mine action and CCCM.

About the job

Overall purpose of the role:

• Functions as a specialist in Finance within the DRC Yemen

• Provide overall advice, coordination, and technical support to the Finance teams in DRC Yemen

• Ensure compliance with the finance chapters of DRC’s Operations Handbook

Main responsibilities :

Support

• Support the development and implementation of financial management capacity building of staff • Provide technical support and advice to the country finance teams

Financial Management

• In close cooperation with Managers in geographical area reinforce existing procedures and systems for financial management and control in compliance with guidelines of DRC’s Operations Handbook, internal guidelines and donor requirements • Ensure compliance with relevant country statutory and other financial obligations such as tax, levies and statutory returns • Monthly financial briefings to relevant Manager • Liaise with relevant Managers on key financial issues for all programs in the country, including co-funding, financial reporting, key variances and any remedial action • Collecting cash forecasts from all Programme Managers and requesting funds in a timely manner • Maintain a continuous overview of funding levels and pay particular attention to shared support costs, including staff salaries • Ensure all required documentation for financial audits in cooperation with Coordination staff and HQ • Prepare for local audits • Contribute to the development of proposals with regards to budgeting in cooperation with Managers

• Focal point to HQ for leads the monthly end closure (MEC).

• Following up and work on the ledger accounts MEC (clean up) for all Yemen offices every month.

• Work with finance of the Field offices to reconcile all the accounts on monthly basis.

• Verifying the general journal entries for Sana'a office on daily basis.

• Reviewing and posting the expenses journal in time twice every month for Sana’a office.

• Participating in tender opening committees, ensuring procedures and policies are adopted.

• Responsible for reviewing and verifying the payments as per the new IDRA.

• Follow up Bank and Cash Reconciliation for all Yemen offices and Preparation of Bank and Cash Reconciliation in the system on monthly basis for all Yemen Bank and Cash accounts.

• Responsible for creation of customer invoices when we receive the instalment in Yemen bank from the donor and performing the settlement.

• Responsible for setup the exchange rates in DDx for some project according to donor policy.

• working closely with the HQ controllers.

• Train and guide the finance team in all offices to work on the system (DDX) and solve the issues that they faced as daily basis.

• Co funding set up for approved budget at the beginning of the project

• Linking Co funding expenditures to the co funding approved budget

• Performing any additional tasks and work required by the supervisor.

• Following and work on the ledger accounts MEC (clean up) for all Yemen offices every month.

As Specialist the post-holder is responsible for the following: • Responsible for providing specialized knowledge and operational know-how within a specific discipline • May also have technical line responsibilities, but generally on technical or operational matters

About you

Experience and technical competencies

  • Minimum 3 years of international practical experience in financial management
  • Proven experience in managing large budgets
  • Competence in providing technical guidance and training
  • Proven experience in working with national partners, local/government authorities
  • Working experience with relevant donors (e.g. UNHCR, ECHO, OFDA, WFP, DFID or BPRM guidelines)
  • Advanced proficiency in Excel
  • Full professional proficiency in English

Education:

• BA degree in Finance/Accounting

Languages:

Fluency and efficient communication skills in spoken and written English and Arabic.

We offer

Contract length: We are providing contract that ends on December 2023, renewable depending on Funding and Performance. This position is reporting to the Country Finance Manager.

Work place: Sana’a
