ABOUT THE JOB

  • Provide and interpret financial information at the project level
  • Perform project financial monitoring and data collection to determine if a project is progressing according to budget
  • Support month-end close process .
  • To ensure compliance with Ministry of Finance and Ministry of Economy as regulatory body for DRC activities

Responsibilities:

  • Documentation / vouchers/ DRC Dynamics
  • Do financial reviews of all relevant documents in Dynamics
  • Ensures finance supporting docs are complete (coding, authorization level types of documents) and uploaded in Dynamics
  • Ensure that payments are documented and timely made
  • Controls that field vouchers are acceptable and do finance review of Country Office and all Area Offices on regular basis
  • Coordination and support Area Offices in working with DRC Dynamics
  • Support the month end closures

Financial Management

  • Proposals’ budget preparation: work closely with program team and if needed with Area Managers in drafting the new proposals’ budget and budget revisions
  • Budget control and monitoring: work with program team and Area Managers on budget follow up, be part of GRM meetings
  • Work with budget holders on forecasting
  • Financial reporting: prepare the first draft of the financial reporting to donors, Ministry of Economy, Ministry of Finance
  • Produce and update financial follow ups as required (premise rent payment, post-paid bills payment etc.) to ensure all get paid on time and accurately
  • Visit country offices to support financial management of subcontractors, conduct periodic compliance review of these subs, including financial management overviews with field office staff and partner staff.
  • Participate in tender opening meetings
  • Follow up on payments related to specific projects

External Contacts

  • Link with DRC sub-offices on financial issues and Dynamics Training
  • Possibly visit bases and facilitate trainings on financial issues
  • Link with MOF and MOE when and if required on taxation issues
  • Prepare and upload the reports to MoE

Audit

  • Support the finance department and HQ in time of audit
  • Any other duties as assigned by the line manager

ABOUT YOU

To be successful in this role you must have:

Key stakeholders:

  • HR, Admin, Supply Chain, Safety, Risk and Compliance, and Program departments
  • Ministry of Finance and Ministry of Economy
  • Auditors
  • UNDP Project team

Experience and technical competencies:

  • Five years of relevant experience in humanitarian sector
  • Knowledge of donor reporting, budgeting, and compliance
  • Ability to effectively communicate financial information to non-financial managers.
  • Ability to analyze, evaluate and summarize financial records for accuracy and conformity to procedures, rules and regulations.
  • Strong analytical, presentation, communication and problem-solving skills

Education/qualifications:

  • BBA or equivalent

Languages:

  • Professional fluency in written and spoken English;
  • Understanding of local languanges (Dari and Pashto) an asset
