  • Certified Public Accountant is preferred.
  • Experience in the field of Finance, commercial institutions or an NGO in the area of financial management/accounting is preferred.
  • Require knowledge of generally accepted accounting principles and practical knowledge of financial systems, internal controls and procedures.
  • Strong inter-personal, organizational communication skills.
  • Intermediate level of English would be an advantage.

Job title: Finance Specialist - Projects

Location: Ulaanbaatar

PURPOSE OF POSITION

This position is responsible for providing financial services and implementing and maintaining internal controls at Projects. It ensures that internal and external financial transactions and reporting requirements are met in accordance with World Vision partnership procedures and standards and donor or grant regulations. Additionally, it ensures compliance with Mongolian laws and regulations related to accounting and taxation. This role also supports leaders by summarizing necessary reports to meet the needs of the projects.

MAJOR RESPONSIBILITIES

  • Review and ensure all financial transactions are processed with complete documentation, accuracy, and compliance with WV policies, local laws, and donor requirements.
  • Accurately document and report all income received for locally funded projects, including donations and contributions.
  • Oversee and manage all financial aspects of small grant projects, including budgeting, expense tracking, financial reporting, and compliance with donor and organizational financial policies.
  • Contribute to preparing project budgets and monitor expenses against the approved budget and chart of accounts.
  • Provide accurate cash position updates to the Project Manager for funding requests and payment decisions.
  • Prepare and submit timely monthly, quarterly, and statutory financial reports in consultation with the Project Manager.
  • Report any violations of financial policies to the Project Manager or relevant management level.
  • Ensure projects attain an acceptable risk rating during financial audits by adhering to WV policies and procedures.
  • Conduct regular monitoring of financial documents, beneficiaries, and vendors to ensure transparency and accountability.
  • Conduct orientation and refresher sessions to train and coach field staff on WV financial policies and procedures.
  • Provide financial advice, recommendations, and analysis to the AP/Project Manager to support informed decision-making.
  • Maintain effective working relationships with internal stakeholders (Finance team, AP employees, other departments) and external stakeholders (banks, vendors, etc.).

Minimum education, training and experience requirements to qualify for this position

Education

  • Graduate degree of Bachelor in accounting, finance, business administration or any relevant degree.
  • Certified Public Accountant is preferred

Experience

  • If experience in the field of Finance, commercial institutions or an NGO in the area of financial management/ accounting is preferred

Knowledge and Skills

Require knowledge of generally accepted accounting principles and practical knowledge of financial systems, internal controls and procedures.

Work Environment

  • The position required domestic travel and field work up to 20% of the time
