Organizational Setting

The Finance Division recommends and administers financial policies and procedures that meet the highest professional standards; keeps accounts that accurately record financial activities and meet the requirements of internal and external audits; reports the financial status of the Organization and its activities to senior management, the Governing Bodies, and resource partners; and ensures that the processing and recording of receipts and disbursements are timely and made in accordance with established policies and procedures.

The role is based in the General Ledger and Financial Reporting Units of the Finance Division. The General Ledger and Financial Reporting Units are responsible for ensuring that financial records are in line with FAO rules and procedures and providing financial management support and reporting for the Organization as a whole.

Reporting Lines

The Consultant will work the under the general supervision of the Senior Finance Officer of the Unit in the Finance Division.

Technical Focus

Provision of financial services and support on FAO General Leger and Financial Reporting of the financial records.

Tasks and responsibilities

• Review and clear General Ledger transactions to ensure that the recording, accounting and financial reporting are consistent with FAO’s rules and regulations. • Provide support to internal divisions and fields on the financial aspects of recording transactions. • Approve set-up of processes in the ERP systems. • Prepare and review month end and year end accounts. • Provide guidance to budget holders on appropriate recording of transactions. • Prepare ad hoc financial reporting and other reports. • Perform other related tasks that may be assigned by Supervisor.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• University degree in accounting, finance, business administration or a related field. • Relevant experience in financial analysis, financial reporting and accounting – at least one year for C–level Consultants/PSAs and five years for B–level Consultants/PSAs. • Working knowledge (level C) of English and limited knowledge (level B) of one of the other FAO languages (French, Spanish, Arabic, Chinese, Russian) for Consultants.

Technical/Functional Skills

• Overall level and relevance of experience in financial analysis, financial reporting and accounting. • Excellent computer skills and knowledge of ERP systems (preferably Oracle Financials) and reporting tools. • Knowledge and experience of supporting projects funded by resource partners and of the related financing agreements and conditions.
