The Finance Group (FG) is a critical and strategic business function in UNOPS and serves as an authoritative and integrated partner in the organization on strategic financial planning and budgeting, business strategy and practices, financial analysis and risk assessment, financial management services and long term organizational treasury and investments. As the steward of resources of a self-financing UN entity, FG is accountable for timely cost recovery and reporting to partners, maintaining the integrity and transparency of financial management of resources in accordance with the highest standards of ethics and organizational/international accountability framework and the accurate and transparent financial reporting to governing bodies, clients, partners and stakeholders.

The Finance Senior Analyst – Planning and Budgeting reports to the Head of Unit – Financial Planning and Budgeting who provides broad supervision and guidance. The role is responsible for supporting the implementation of the bi-annual and annual budgeting cycles and the general administrative budget management processes , based on the organizational requirements. The role is also responsible for conducting financial analysis and reporting, and building dashboards to monitor administrative budget performance .

Functional Responsibilities

The Finance Senior Analyst – Planning and Budgeting reports to the Head of Unit – Financial Planning and Budgeting who provides broad supervision and guidance. The role is responsible for supporting the implementation of the bi-annual and annual budgeting cycles and the general administrative budget management processes, based on the organizational requirements. The role is also responsible for conducting financial analysis and reporting, and building dashboards to monitor administrative budget performance.

Financial planning - Provide analysis and support on the organization-wide processes for bi-annual and annual budgeting, forecasting, target setting and resource allocation. - Conduct analysis to support recommendations on key assumptions required for bi-annual and annual budgeting processes. - Participate in the consolidation of UNOPS overall budget and take responsibility for parts of the process. - Monitor and evaluate the implementation of budgets, including preparation and quality assurance of analysis, reports and dashboards. - Support the business units in the implementation of administrative project and budget management processes, including administrative project closure.

Corporate advisory

  • Provide analysis to support the financial planning of the organization.
  • Analyze actual financial results to understand key business drivers and variances to budget/forecast.
  • Provide analysis and support as required the bi-annual budgeting process (UNOPS Budget Estimates) and related reporting.
  • Provide analysis and prepare budget related statements of the UNOPS Corporate Financial Statements.

Knowledge management and innovation

  • Develop guidance and processes in the Project Quality Management System (PQMS), ensuring that they remain constantly up to date and relevant.
  • Keep well organized and comprehensive records to ensure well documented process implementation.
  • Develop and run training events to build capacity of stakeholders on financial planning and budgeting.

The responsible and transparent financial analysis and reporting of financial resources to governing bodies, clients, partners and stakeholders enhance the visibility and image of UNOPS as an effective service provider in project services and management and consequently strengthen its competitive position as a partner of choice in sustainable development and project services in the country served.

Education/Experience/Language requirements

Education:

A Masters degree in finance, accounting, business administration, economics or other relevant field is required. A first-level university degree (Bachelor's or equivalent), may be accepted in lieu of masters, with an additional 2 years of experience. Experience:

A minimum of 2 years of relevant experience in a large international organization or business corporation is required.

Language Requirements: - Full working knowledge of English. - Knowledge of another official UN language is an asset.
