TITLE: Finance Officer - Treasury TEAM/PROGRAMME: Finance LOCATION: Amman, Jordan GRADE: 5 CONTRACT LENGTH: 12 months CHILD SAFEGUARDING:

Level 3: the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

ROLE PURPOSE:

A key member of the Treasury team in Syria Response Office and making sure that all treasury related activities are delivered to a high standard in a timely manner in the Main Office. Required to work independently and take full responsibility for payments, banking relationship, month end tasks and account reconciliation.

SCOPE OF ROLE:

Reports to: Finance Manager - Treasury

Staff reporting to this post: Finance Assistant - Treasury

KEY AREAS OF ACCOUNTABILITY:

  • Independently manage all relationships with banking partners in Jordan.
  • Identify the need for and initiate the addition or removal of banking signatories.
  • Be the primary focal point of contact for the bank including liaising with them to resolve any issues regarding Syria sanctions.
  • Take responsibility for training all relevant new staff in the online banking system including delivering training to relevant SMT Members
  • Review all payment documents to be made from Amman for Jordan, Lebanon, Turkey (NWS AO), and any other SCI as prepared by Finance Assistant – Treasury or those received directly from AO Finance, Program and Admin teams.
  • Identify and resolve any issues with payment documentation by coordinating with the relevant Area Office or Department
  • Upload payments into the online banking and obtain all the necessary approvals from relevant staff.
  • Ensure that all payments to partners in Turkey and Lebanon are processed in a timely manner and liaise directly with program staff and partners to resolve any issues regarding banking regulations or sanctions which may impact transfers.
  • Review the GLACOS (General Ledger and Cash Offline Spreadsheet) as prepared by the Finance Assistant – Treasury and complete posting to Agresso.
  • Prepare and finalise all bank account reconciliations for FD/FM approval
  • Upload final payroll to the bank and ensure staff are paid in a timely manner
  • Liaise directly with the Regional Office to ensure all staff taxes are paid in a timely manner and that year end reconciliations are completed.
  • Coordinate directly with SCI Centre to ensure all salary advances are recovered through payroll
  • Process all expense claims from Amman based staff
  • Support the Finance Manager – Treasury in managing all audits and ensuring proper supporting documentation is available to the auditors. Work directly with the auditor to resolve issues and explain key documentation to ensure minimal disallowances.
  • Represent Finance in the procurement committee for large and complex procurements.
  • Ensure that finance assistant maintain the archiving system timely and efficiently.
  • Take responsibility for Month End processes including:
    • Salary allocation
    • Intercompany account clearing
    • Balance sheet account reconciliation
    • Release of prepayment
    • Preparation of accruals
    • Work with HR colleagues to resolve and fix any issues related to the Effort Reporting System
  • Undertake any other duties as requested by the Finance Manager and in the absence of the Finance Manager – Treasury deputise for them with regard all duties as specified by Finance Manager – Treasury JD.
  • Help in any other tasks upon supervisor’s request

    QUALIFICATIONS AND EXPERIENCE:

  • Undergraduate degree in accounting/finance or equivalent.

  • Professional qualification (CMA) is advantage.
  • 2-4 years’ experiences in an accounting/finance or grants management role.
  • Experience in the NGO sector preferred.
  • Ability to gather facts and data, scrutinise with ease, determine a logical solution and resolve issues with minimal supervision.
  • Proven ability to handle a workload and multi-task in order to meet deadlines.
  • The highest level of integrity and commitment to preventing corruption.
  • Strong interpersonal skills and ability to interact with all departments.
  • Excellent understanding of financial systems (FMS – Agresso & AMS) and procedures
  • Excellent experience of computerised accounts packages, Excel, PowerPoint and Word
  • Strong communication and interpersonal skills
  • Written and verbal in Arabic & English
