DRC has been operating in the Middle East (ME) region for over a decade, running a combination of emergency, livelihood, protection, and advocacy programs through Country Offices (COs) in Yemen, Syria, Iraq, Jordan, Lebanon, and Turkey with a Regional Office (RO) in Amman.

About the job

The Finance Officer - Partnership will act as the focal point for overseeing the financial and compliance aspects of the sub-granting management in DRC Yemen in coordination with the Partnership and localization Manager and Finance Manager. In this capacity, he/she will support managing partners’ sub-grants by assisting with the budgeting under sub-grants and reviewing the partners’ financial reports and expenditures. He/she will coordinate with partners and internal departments including Finance, and grants to ensure compliance under sub-granting, and proper reporting. The Finance Officer -Partnerships reviews supporting documents for the financial report and is responsible for sharing the reports with the relevant Project Manager, and archiving them on OneDrive.

Geographic scope: Country Yemen – Sana’a

The duty station of the Finance Officer- Partnership will be based in Sana’a Sana’a with frequent travel to field locations

Duties and Responsibilities:

About you

Capacity Assessment and Capacity Development: -

  • Support pre-award due diligence of potential partners use DRC due diligence tools
  • Assist Partnerships team in partner selection process by drafting Request for Application documents, performing an initial assessment of partners proposals, arranging selection committee meetings, and recording meeting notes and pre-award due diligence process
  • Lead on planning and support delivery of all capacity building trainings including liaising with participants before, during, and after the trainings

Financial Management and Reporting:

  • Review the financial reports and information including the supporting documents submitted by partner organizations;
  • Act as focal point for coordinating with partners and colleagues from country office and area offices on the financial reporting, documentation, payment and compliance matters;
  • Liaise with program, finance, grants and relevant teams on the key financial issues identified in the partners’ reports and identify actions;
  • Track the partners instalments and communicate the late clearance to the different stakeholders.
  • Finalize the vendors settlements of the partners on DDx on monthly basis.
  • Provide regular update information on partners’ payments, reporting and cash forecast consolidated in the monthly payment tracker;
  • Ensure required documentation and information for financial audits in cooperation with DRC and partners’ finance colleagues.

Budgeting and capacity support

  • Act as focal point for financial and compliance aspects of the due diligence and capacity assessment process with the partners
  • Support the partner organizations in developing their budget in line with the donor’s and project’s requirements
  • Coordinate with partners and internal stakeholders on budget review and responding to the feedback for the sub-grant approval process
  • Provide capacity support to the partners in accounting, cash management and financial aspects in coordination with the DRC Partnerships Manager and Finance Manager.

To be successful in this role you must have:

  • At least 3 years of experience with an international NGO in a similar role
  • Relevant experience working with international donors and civil society organizations
  • Proven experience in budgeting, financial management and reporting
  • Competence in coordination with the partner organizations; monitoring and reviewing the financial reports
  • Advanced proficiency in Microsoft Excel

Moreover, we also expect the following:

Required Qualifications

Bachelor's degree or similar professional qualification in finance, accounting, business administration

Languages:

  • English language (Fluent)
  • Arabic language (Fluent)

We offer

DRC will offer the successful applicant a 12-month contract, renewable dependent on both funding and performance. You must be available to start work approximately from 1st of October 2023 and be willing and able to work in Sana’a****.
