The Position:

The purpose of a Finance Officer position is to implement delegated areas of responsibility. The following is a brief description of the role:

Qualifications

  • Bachelor's Degree in accounting, finance, business, or any other related fields
  • Minimum of 3 years of experience working in a similar role
  • Good Knowledge of the Palestinian and Israeli taxation laws
  • Good Knowledge in salary calculation systems, preferred experience in Oketz and Bisan salary system.
  • Previous experience working in complex and volatile contexts
  • Good command of English and Arabic, both written and verbal

Responsibilities

Specific responsibilities

  1. In close cooperation with the finance coordinator, prepare NRC Palestine national salaries (JRS, WB and Gaza) according to Israeli and Palestinian law, and support the finance coordinator in reporting on the salary systems.
  2. Follow up with logistics on CO payments and deadlines.
  3. Revise and post CO petty cash payments and bank transfer payments on a weekly basis, and check all supporting documents of all CO payments to make sure that they are complete, correct, and in compliance with NRC rules and regulations.
  4. Review and post CO transactions
  5. Prepare CO invoice posting, post back tools, and Fair Share allocation.
  6. Prepare CO salary posting after receiving project allocations from the finance budget unit.
  7. Responsible for weekly and monthly bank reconciliation for CO (Country Office).
  8. Take responsibility for the month-end closure, including the eBRS, and submit it to the finance coordinator
  9. Prepare CO staff timesheets on a monthly basis and follow up with the finance focal point from each area to prepare the monthly time sheets.
  10. Prepare all CO transactions’ reallocation post-backs in close coordination with the finance coordinator.
  11. Responsible for posting COs as needed.
  12. Cooperate with Finance TA on each area on the filling and SSD and be responsible for CO filling.
  13. Follow up on international payments to clear account 1560 on a monthly basis.
  14. Support the finance Coordinator on annual and project audits.
  15. Undertake any other reasonable task assigned by the supervisor.
  16. Contribute to the implementation of Safe and Inclusive Programming Minimum Standards across your area of work
