ORGANIZATIONAL CONTEXT

Job holder typically report to the Head of Support Services. They operate as part of a finance team in a CO or RB, providing general financial support. Depending on the size and needs of the office or unit, the job may cover all aspects of finance, budget, and administration, or it may emphasize finance or more of these aspects. Job holder at this level operate with minimal supervision, and provide guidance to junior staff to ensure that operation and project objectives are achieved. They are heavily involved in day-to-day activities and analytical work, and provide advice on less complex issues, applying rules and regulations and expertise in making determinations and recommendations across a range of activities.

JOB PURPOSE

To support stewardship of WFP’s resources, broad portfolio covering finance, accounting, budgets, coordinating financial risks assessment , reporting on key data and providing basic administrative and human resource functions that enable effective management of funds related services, and ensure assistance to beneficiaries is undertaken in the most efficient and effective way possible, including provision of policy and procedural guidance to the implementation of the Cash Based Transfer (CBT) interventions.

The incumbent will work independently, in coordination with Country Office technical units using technical knowledge and expertise to analyze data, prepare reports, advise and provide guidance as well as identify opportunities for improvements.

KEY ACCOUNTABILITIES (not all-inclusive)

1. Support corporate and country office finance and resource management strategies and major ongoing programmatic initiatives, participating where appropriate using finance and resource management expertise. 2. Contribute towards the development of country specific plans and processes, aligned with Regional and wider WFP strategy, policies and processes to meet the food assistance needs of beneficiaries within the Country. 3. Undertake risk based Financial assessments of country or service providers (Macro, Micro, etc.) for Cash Based Transfers to facilitate selection of transfer modalities through Financial Service Provider or otherwise. Manage Financial Service Provider and ensure all financial controls are put in place in accordance with corporate guidance and procedures. 4. Undertake CBT related risks analysis of WFP operations with an objective to identify and address organizational exposure to risks, collection and dissemination of lessons learnt. 5. Analyze and report on key data for financial status and outcomes of projects in accordance with corporate governance requirements, ensuring accuracy, deadlines, and accounting processes are complied with. 6. Monitor and analyze budgets for new and ongoing projects according to established corporate procedures and requirements. 7. Ensure compliance with WFP financial policies, procedures, rules and regulations by setting up proper accounting procedures, systems and internal controls. 8. Undertake certifying functions for disbursements and monitor bank accounts by ensuring proper authorizations and funds are available, and all payments are supported by legitimate and sufficient documentation. 9. Perform bank reconciliations, disbursements, clearance of receivables, overall cash management and monthly financial closures on a regular basis in accordance with corporate requirements. 10. Collate and analyze data for the preparation of accurate and timely reporting, to provide management with financial, accounting and budgetary information to enable them to make informed decisions. 11. Track and analyze data to identify opportunities for improvements to policies, systems, and procedures in order to minimize financial risks, improve the efficiency and effectiveness of operations, and ensure services are aligned with business objectives. 12. Deliver financial controls and insight into WFP performance, undertaking periodic risk and internal control assessments to identify areas which may present potential audit, compliance, or financial risks. 13. Advise functional units on financial policies, procedures and provide solutions including but not limited to review of systems and procedures in finance and other functional areas to simplify processes and enhance efficiency and assurances for Country Office. 14. Guide and supervise more junior staff, acting as a point of referral and supporting them with more complex analysis and queries. Develop training programmes to enhance performance and efficiency of administrative and finance staff. 15. Actively represent finance function/WFP at internal meetings, external meetings and events with other UN agencies, banks and other financial institutions, or other partners and entities as required. 16. Follow standard emergency preparedness practices to ensure WFP is able to quickly respond and deploy food and needed resources to affected areas at the onset of the crisis. 17. STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in Finance, Accounting or related fields, or First University degree in the same subject(s) with additional years of related work experience plus membership in an international recognized professional accountancy body such as Association of Chartered Certified Accountants (ACCA), Institute of Certified Public Accounts (ICPA) or equivalent.

Experience: Minimum three years of relevant postgraduate professional experience with Advanced University degree OR First University degree with minimum five years of relevant postgraduate professional experience.

Knowledge & Skills: Knowledge of local financial regulations, international public sector, accounting standards, compliance and controls, excellent analytical and report writing skills.

Language: Fluency in spoken and written English and Arabic.
