KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):

1. Lead a team of finance and admin staff, establishing priorities and work plans, monitoring progress, and providing coaching, training and guidance to ensure appropriate development and enable high performance. 2. Lead the implementation of the area office finance, budgeting and resource management operations to support the timely and effective supply of food assistance, and comply with WFP standards and processes. 3. Report on key data for financial status and outcomes of projects in accordance with corporate governance requirements, ensuring accuracy, deadlines, and accounting processes are complied with. 4. Perform bank reconciliations, disbursements, clearance of receivables, overall cash management and monthly financial closures on a regular basis in accordance with corporate requirements. 5. Collate data and contribute to the preparation of accurate and timely reporting, providing management with financial, staffing and resource usage information to enable them to make informed decisions. 6. Contribute to the delivery of financial controls and insight into WFP performance, supporting periodic risk and internal control assessments to identify areas which may present potential audit, compliance or financial risks. 7. Represent unit/CO at internal meetings, external meetings and events with other UN agencies, banks and other financial institutions, or other partners and entities as required. 8. Follow standard emergency preparedness practices to ensure WFP is able to quickly respond and deploy food and needed resources to affected areas at the onset of the crisis. 9. Advise and inform Country Office and Sub-Office management and Heads of Units about rules, priorities and risks related to finance management. 10. Participate in visits to sub-offices to assist in clarifying and improving the proper application of policies and procedures, and oversee preparation of reports on findings with improvement action plans. 11. Provide financial assessment of partners, service providers, and other entities as needed, providing advice/recommendations to management to enable them to make informed decisions and minimize financial risk to the organization 12. Prepare pre audit/oversight documents for external and internal auditors when any of such audit/support is to be carried out in a timely manner

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in Finance, Business Administration, Accounting, or related fields, or First University degree in the same subject(s) with additional years of related work experience.

Experience: At least one (1) year of postgraduate professional experience in related area.

Languages: Fluency in both written and spoken communication in the Portuguese and English languages.
