JOB PURPOSE

The Finance Officer International Consultant will mainly work on the stewardship of WFP’s activities in Cash-Based Transfer (CBT) Finance. The Consultant will support the Country Offices under the span of control of the Regional Bureau in the design, execution and reporting of CBT programmes balancing the minimum standards and skills set required focusing on capacity strengthening in the field.

The International Consultant will assist the delivery of service in support to the Country Office operations included but not limited to:

KEY ACCOUNTABILITIES (not all-inclusive)

  • Provide direct support and guidance to Country Offices in terms of CBT: a) intervention design, MaFA (macro-financial assessment) and FCA (FSPs capability assessment); b) intervention setup, FSP (Financial Service Providers) selection and contracting, MiFA, Due Diligence review, risk identification and mitigation, delegation of authority for CBT business process; c) Intervention delivery, reconciliations, FSP performance evaluation and d) Intervention closure, lesson learned.
  • Guide Country Offices in the management and mitigation of possible cash transfer risks including use of digital technologies and payments, analytics and robust systems among others.
  • Perform regular high level assessments as regards the engagement of Fintech companies in CBT alongside key stakeholders in the Regional Bureau, i.e Programme, DAS and Supply Chain.
  • Assess external digital financial inclusion initiatives and its applicability and impact in the diverse CBT Country Office operations in the Region.
  • Prepare and keep updated a mapping of CBT finance work in the Region identifying key control risks and flagging them during various Regional Bureau cross-cutting fora.
  • Take the lead on the Finance area during due diligence processes related to contracting process of FSPs and be the strategic link between HQ/FINB and the COs.
  • When possible, put in place initiatives towards partnership strengthening as regards UN collaboration, financial sector governing bodies, financial market situations, etc.
  • Conduct CBT support and CBT overisght missions to Country Offices.
  • Other duties as required.

STANDARD MINIMUM QUALIFICATIONS

Education:

  • Master's degree in finance, accounting, risk management or concerned fields, or Bachelor's degree in the same subject(s) with additional years of related work experience.

Experience:

  • At least five (5) years of experience in finance, accounting, cash-based transfer in the humanitarian context.

Knowledge & Skills:

  • Knowledge of finance and accounting. Knowledge of standard office software packages, i.e. MS Excel and Word.
  • Participate in open dialogue, and values the diverse opinion of others, regardless of background, culture or experience.
  • Contribute in accomplishing team activities and goals in challenging circumstances.
  • Ability to work towards deadlines and follow due processes.
