ORGANIZATIONAL CONTEXT

WFP’s mission is to help the world achieve Zero Hunger by 2030 as per the Sustainable Development Goal (SDG) 2. It works to ensure that the poorest and most vulnerable, particularly women and children, can access the nutritious food they need.

In the period 2019-2023, through the Country Strategic Plan (CSP), WFP Cambodia will contribute to achieving Zero Hunger by promoting access to nutritious diets through home grown school feeding and improving climate smart food production and transformation capacities of small holder farming communities. WFP will help set standards and guidelines for food transformation to satisfy the increasing demand for nutritious processed and convenient foods. WFP will leverage its subnational presence and existing implementation relationships to build scalable models for replication nationally, and enable subnational counterparts’ hands-on learning in intervention planning, management and implementation.

Further, WFP will support national and subnational disaster and climate change risk management and assist national strategic direction and coordination on food security, nutrition and social protection through enhanced information systems, knowledge management, and public-private and south-south partnerships.

The CSP aims to contribute to five Strategic Outcomes that are aligned to four Strategic Results of SDG 2 (Zero Hunger) and SDG 17 (Partnerships for Development). A total of 6 Activities are planned to be implemented to achieve the contributions to the five Strategic Outcomes. The five strategic outcomes are:

Strategic Outcome 1: Vulnerable communities in Cambodia have access to nutritious, safe, diverse, convenient, affordable and preferred foods by 2025.

Strategic Outcome 2: Poor and vulnerable communities in Cambodia are more resilient to shocks and stresses in the food system by 2023.

Strategic Outcome 3: National and subnational institutions have strengthened capacities to mitigate risks and lead coordinated shock preparedness and response efforts by 2025.

Strategic Outcome 4: National and subnational institutions in Cambodia have strengthened capacities to develop, coordinate and implement well-informed, effective and equitable actions for achieving food security and nutrition targets by 2030.

Strategic Outcome 5: Development and humanitarian partners in Cambodia have access to common supply chain services throughout the year.

Strategic Outcome 6: Vulnerable people affected by crisis in Cambodia have access to nutrition-sensitive food assistance during and after the crisis.

BACKGROUND AND PURPOSE OF ASSIGNMENT

CSP Position Title: Finance Officer (Head, Support Services)

Type of Contract: Fixed Term Appointment

Grade: NO - C

Duty Station: WFP Country Office, Phnom Penh, Cambodia

Reporting Line: This position is under the overall and direct supervision of the Country Director.

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Hold accountability for the effective leadership of the support services functions (including finance, resource management, procurement, administration, ICT) to ensure timely and effective support to the Country Strategic Plan.
  2. Ensure the development, preparation, coordination, monitoring and reporting of strategies, work plans and budget for support services functions.
  3. Identify and develop improvements to policies, systems, procedures and tools in order to improve the efficiency and effectiveness of operations, minimise risk, and ensure support services activities are aligned with business objectives and corporate procedures and requirements.
  4. Effectively manage the support services teams by leading, motivating and developing the teams and providing coaching, training and career guidance to staff to ensure transparent and efficient people management and the continued development of a high performing and cohesive team.
  5. Ensure effective collaboration between the support services and the programme managers.
  6. Periodically monitor the management of risks in areas under responsibility and report on any action taken.
  7. Contribute to preparedness actions such as early warning, risk analysis and contingency planning and make recommendations.
  8. Represent support services at internal meetings, external meetings/committees/working groups and events with other UN agencies, banks and other financial institutions, or other partners and entities as required.
  9. Take responsibility for incorporating gender perspectives in all areas of work, to ensure equal participation of women and men.

10. Specific to finance:

  • Lead the Country Office finance operations, including lead on the delivery of accurate financial reporting and analyses in accordance with International Public Sector Accounting Standards (IPSAS), ensuring accuracy, deadlines and compliance with accounting processes and corporate governance requirements.
  • Ensure that bank reconciliation, disbursements, clearance of receivables, overall cash management and monthly financial closures are performed regularly and in accordance with corporate requirements.
  • Monitor and analyse financial and accounting data, identifying and forecasting trends, anomalies or issues, and proposing solutions to management with regards to: status of budgets, availability of funds, programme effectiveness and financial viability.
  • Provide financial assessment of partners, service providers, and other entities as needed, providing conclusions to management to enable them to make informed decisions and minimize financial risk to the organisation.
  • Coordinate and deliver financial controls and insight into WFP performance, undertaking periodic risk and internal control assessments to identify areas which may present potential audit, compliance or financial risks.
  • Support corporate finance and resource management strategies by contributing to the development of policies and procedures for CO units, participating in key programmatic initiatives, and embedding value for money in these initiatives through advice on financial assessment, reporting and accounting.
  • Lead a team of finance staff, establishing priorities and work plans, monitoring progress, and providing coaching, training and guidance to ensure appropriate development and enable high performance.

FUNCTIONAL CAPABILITIES

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in Finance, Business Administration, Accounting or related fields, or First University degree in the same subject(s) with additional years of related work experience plus membership in an international recognized professional accountancy body such as Association of Chartered Certified Accountants (ACCA), Institute of Certified Public Accounts (ICPA) or equivalent.

Language: Fluency (level C) in English.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • Has experience in specialized finance area in a country office.
  • Has developed financial policies and procedures.
  • Has minimum 5 years of relevant experience with progressive responsibilities.
  • Has experience reviewing and analyzing financial statements.
  • Has experience implementing accounting and internal control processes.
  • Has experience managing financial transactions, oversight and risk management in sizeable programmes in terms of financial value and volume of transactions.
  • Has experience using SAP based business management tools and applications as relevant to finance, administration and/or other.
  • Has experience in managing multi-functional teams (e.g. Finance, Administration, ICT, Budget and Programming and Procurement).
