DRC has been operating in the Middle East (ME) region for over a decade, running a combination of emergency, livelihood, protection and advocacy programmes through Country Offices (COs) in Yemen, Syria, Iraq, Jordan, Lebanon and Turkey with a Regional Office (RO) in Amman.

About the job

The position of Country Finance Officer (CFO) is crucial within the Consortium with primary responsibilities for financial and other support functions for the Consortium Management Unit in Yemen. The Finance Officer will facilitate the efficient and effective financial operation. He/She will ensure compliance with DRC rules and regulations as described in the Operations Handbook (OH) alongside donor policies, procedures, guidelines and rules.

Geographic scope: Country (Yemen – Sana’a)

The duty station of the finance officer will be based in Sana’a Sana’a with frequent travel to field locations

Duties and Responsibilities:

  • Support in coordinating the development of separate budgets, which includes preparing, revising, checking, and providing feedback, and finally consolidating separate budgets into a single budget based on donor templates.
  • Contribute to the development of proposals.
  • Monitor implementation vs spending across projects.
  • Ensure thorough and effective budgetary control for the consortium projects.
  • Support the finance coordinator in allocating the support cost in the new proposals.
  • Support in allocating all the operations costs and the support staff to use the correct consortium project and budget lines.
  • Provide monthly financial briefings to the CMU.
  • Support kick-off meetings, mid-term reviews, and closure meetings to ensure that information is shared effectively with relevant staff, including Consortium members.
  • Prepare and process consortium partners installments per project.
  • Maintain bookkeeping of sub-grantees installments, settlements, and reports in DRC ERP system (DRC Dynamics)
  • Review partners financial reports and upload them to ERP system (Dynamics) in a timely manner.
  • Support and lead the timely delivery of quality financial reports to donors and internal reports to the Consortium Management Unit and Steering Committee.
  • Ensure compliance with donor requirements at the budgeting stage and during implementation.
  • Contribute to the preparation of audits and lead the preparation for local audits
  • Provide CMU partners with effective support on the day-to-day financial implementation of the consortium projects.
  • Any other tasks given by the supervisor.

About you

To be successful in this role you must have:

  • Minimum of THREE years’ experience working for INGOs in the field of Finance.
  • Excellent management, interpersonal and negotiation skills and a demonstrated ability to promote harmonious/cohesive teamwork, in a cross-cultural context.
  • Willingness to travel 20 percent of the time.
  • Proven ability to plan long-term, organize priorities and work under pressure.
  • Must be able to work under minimal supervision. Experience in soft accounting systems and experience with ERP Dynamics is a plus.

Moreover, we also expect the following:

Required qualifications

Bachelor’s degree in Accounting, Finance, Business Administration, Commerce or Equivalent.

Languages:

Native Arabic with good professional English, both written and spoken.

DRC will offer the successful applicant a 12 months contract, renewable dependent on both funding and performance. You must be available to start work from 1st of July 2023 and be willing and able to work in Sana’a****.
