The role

We are currently looking for Finance Officer (Cash and Banking) based in Vientiane Capital.

Role Purpose

As a member of Finance team shares in the overall responsibility for the direction and coordination of the Country Office (CO). The Finance Officer Cash and Banking has overall responsibilities in operating, maintaining the accounting system and checking financial records and reports.

In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

KEY AREAS OF ACCOUNTABILITY:

  • Ensure they fully understand the provisions of the Child Safeguarding Policy, the Code of Conduct and Local/Country Procedures.
  • Conduct themselves in accordance with the rules of the Child Safeguarding Policy, in their personal and professional lives – which includes reporting suspicions of child abuse.

Key responsibilities:

Payment verification

  • Check the payment voucher requests such as supporting documents, codings and approval are appropriate and accurate.
  • Ensure payments are processed within deadlines.

Internal audit and control

  • Assist Country Finance Manager and Finance &IT Director to conduct quarterly internal audit.
  • Check quarterly budgets and expenditures to ensure proper approval and compliance
  • Check the authorization of fund disbursement for all projects.
  • Check the project number, activity number, SoF codes, account codes, area codes in request and report.
  • Check all expenditures have valid and sufficient backing documents, this includes the fund request and report from partners, ensure financial guideline and accounting rules are applied e,g cost norms.
  • Ensure all information e.g number of participant, venue etc in the request and report form provided by budget holder is sufficient and valid.
  • Ensure any unplanned activity is approved by authorized person.
  • Document the findings and present to Country Finance Manager and Finance & IT Director.

Financial data entry

  • Ensure all financial data is complete and verify vouchers before entry into the accounting system (Agresso).
  • Reconcile voucher data with system entries before posting.
  • Ensure that all vouchers are kept in the right order with sufficient information.
  • Ensure financial data entries are processed within deadlines.
  • Provide the monthly project expenditure to the budget holders, ensure that the expenditures are verified and signed by budget holder.
  • Ensure all verified expenditure of individual project is kept.
  • Prepare and provide all monthly financial statements to Country Finance Manager and Finance and IT Director e.g profit and loss.
  • Maintain and monitor individual Account Receivable and Payable and ensure they are updated on monthly basis and flag any overdue items.

External Auditing and external report

  • Prepare the statement of income and expenditure, assets and liabilities and cash flow, if any for the auditing purpose.
  • Prepare and provide general ledgers e.g expenditure and income of all projects, account payable and receivable to the auditor.
  • Ensure the accuracy and validity of the information.
  • Prepare monthly financial report to Global for the Country Finance Manager and Finance and IT Director.
  • Prepare all financial reports to external donor for Country Finance Manager and Finance & IT Director, if any.

Quarterly financial reports and annual prognosis

  • Responsible for exporting reports from the Agresso system.
  • Compile quarterly financial reports and forecasts from budget holders.
  • Ensure data accuracy and obtain approvals following budget review meetings.
  • Maintain proper documentation and ensure it is securely filed and stored on the server.
  • Visit the office in the province on regularly basis.
  • Provide technical supports to staff and partner if needed.

QUALIFICATIONS AND EXPERIENCE

Bachelor’s degree level in Finance, Accounting, or a related field. Professional qualification, e.g. B. COM, BBA, CPA, CIMA is an advantage.

Contract length: Fixed term (1 year with the possibility of extension)
