The IRC Yemen Country program has been established in 2012, and currently is implementing integrated Health, Nutrition, Environmental Health (WASH), Economic Recovery and Development, Women Protection and Empowerment and Education programming in eight governorates. The IRC operates with its Country Office in Sana’a and its main Field Office in Aden. Other subfield offices include Abyan, Hodeida and Al Dhale, with the Al Dhale office covering Lahj, and the Abyan office covering activities in Shabwah.

Scope of Work:

Finance Officer will work under the direct supervision of Senior Budget and Planning Manager and will provide support to finance and program teams on BVA preparation, financial reporting, and training of staff.

The position is responsible for updating spending plan/forecast, project financial transactions, financial reporting and ensuring project budget and financial management is in compliance with donors’ rules and regulations, IRC policies and procedures and regulations. He will be focal point from Finance on drafting Budget and report to Liaison department for Authorities Submission

Responsibilities:

1- Budget Management

- Posting and updating new and revised budget at online BVA platform. - Collaborate with budget holders in collecting feedback over BVAs and developing improvement plan in close collaboration with supervisor; - Assigning budget holder, operators and making required modification. - Assist in compiling donor reports including quarterly, Interim or final financial reports and collaboration with relevant team members. - Conduct monthly preparedness BvA meetings, track expenses and reconcile with monthly Integra / SUN reports - In liaison with Supply Chain and Budget holders to review commitment list every month.

2- Govt Liaison

- Coordination with Liaison officer to translate donor budgets into SCMCHA & MOPIC Budget format. - Assist in compiling reports to SCHMCHA & MOPIC and draft responses against budget queries from said authorities

3 – Operations

- Coordinate with Finance Officer ( Accounting) to ensure recoding are booked before month end closing. - Financial review Travel Authorization Form, Purchase Request, and financial commitment up to $10K. - Act as a focal person in collecting monthly staff salary allocation from program coordinators and sharing final report with HR & accounting unit. - Financial review of payments up to $5K - Contribute to Cycle & yearend inventory count of warehouses. - Participate as a committee member in tender and bids analysis on need basis - Finance orientation for new joined Staff

4 – Partnership

- Assist supervisor in review of partner budgets; - Assist supervisor in review of partner financial reports; and - Assist supervisor in performing partners’ due diligence.

Qualifications

Requirements (Qualifications, Skills and Abilities)

- A Bachelor’s degree in Accounting, Business Administration, Commerce or any related Fields. - Work Experience: At least 2 years working experience specifically over BVA preparation and financial reports drafting will be an added advantage. - This job requires strong analytical skills to be able to make logical and strategic budget decision. - Excellent knowledge in Excel. - Good time management and interpersonal skills. - Excellent computer skills - Must be able to work under minimal supervision. - Language Skills: Excellent English and Arabic.
