Perform budgeting and grants management tasks
You have:
- Bachelor’s degree or equivalent experience; master’s degree preferable in finance
- Minimum of 2-3 years of technical financial management experience
- Working knowledge of USAID rules and regulations, ECHO, UN guidelines
- Experience managing similar functions in large and complex country offices
- Fluency in Pashto, Dari and English
- Computer skills (including MS Word, Excel, Access, and internet) an advantage
Job Description
Specific responsibilities within each functional area are as follows:
1. Budgeting: 2. Assist in preparation, revision, and maintenance of proposal budget. 3. Work with program and supply chain staff in preparing / revising grant budgets to support proposals and realignments, including Item Forecast. 4. Consolidate and update grant pipeline information from Grants department 5. Assists in the preparation, revision, and maintenance of the IRC country office Operating Budget. 6. Grants Management 7. Maintain the grants financial documentation of the centralized grant filing system. 8. Represent budget unit in grant opening, interim, closing and review meetings. 9. Assign of D2s in new budgets and new lines during implementation. 10. Analysis of actual vs budget results to identify problems in accounting or compliance. 11. Preparation of detailed budgets in IRC INTEGRA format to facilitate donor reporting. 12. Training and Staff Management: 13. Assist in providing training and support for the country office program and operational staff on budget proposals, revisions, pipeline, and spending plan reports. 14. Prepare written field trip reports for review by the FC and DDF which identify key issues during the field trip visits and provide follow-up recommendations for improving control processes or procedures.
Qualifications
- Education: Bachelor’s degree or equivalent experience, master’s degree is preferable in finance. - Years of Experience: Minimum of 2-3 years of technical financial management experience. - Skills: Working knowledge of USAID rules and regulations, ECHO, UN, guidelines. - Technical Competency: Experience managing similar functions in large and complex country offices. - Communication and reporting skills - Fluency in Pashto, Dari and English - Computer skills (including MS Word, Excel, Access, and internet) an advantage - Ability to work closely, professionally, and constructively with all others regardless of nationality, ethnicity, gender, religion, race, tribe, or cultural background
