Overview

Support financial management and compliance for effective service delivery.

You have:

• At least 5 years of experience in financial management and accounting.
• Proficiency in accounting software such as Sun Systems, Provision, and Gems-Concur.
• Strong understanding of Generally Accepted Accounting Principles (GAAP).
• Excellent organizational and communication skills.
• Ability to prepare financial reports and forecasts accurately.
• Experience with internal and external audit processes.

Key Responsibilities:

Strategic Financial Management

• Support the Sr. Finance Officer in the development of team’s long term strategies, annual plans/targets and operating budget.
• Ensures that the team work performance are measured and aligned with division and department goals and standards.

Operational Management

• Oversee and facilitate timely recording and accurate payments of administrative, fundraising, inter-company and projects expenses to partners, beneficiaries, vendors, government agencies and staff ensuring implementation of controls and compliance to standards
• Oversee and facilitate timely recording and correspondence of partnership inter-company expense on Direct Payments, Settlement Advice and funding to projects ensuring implementation of controls and compliance to standards.
• Oversee and facilitate timely compliance of government statutory requirements on transactions with vendors, partners, beneficiaries ensuring controls are implemented.
• Provide support on process standardization to improve efficiency, reduce overhead cost, increase controls, reduce fraud risk & increase effectiveness.
• Ensure funds availability through timely funding request and cash flow monitoring and management.
• Manage and facilitate bank correspondence but not limited to bank document updates, bank platforms, bank services, technical supports etc.
• Work with Finance reviewers on Provision’s PR(Purchase request)/Invoice review ensuring compliance with Generally Accepted Accounting Principles, Field Finance Manual, tax laws, government and donor requirements
• Facilitate PR/Invoice review and approval process

Accountability and Reporting

• Prepare monthly report, Performance Objectives, Performance Appraisal and special report as needed.
• Provide support in internal and external audit process both local and international.
• Provide Reports to better support strategic sourcing and savings.
• Provide Cash Forecast Report for cash flow requirement planning and monitoring.
• Ensure compliance and timely submission of government requirements (i.e. EWT, final tax, annual alpha list etc.)

Systems and Processes

• Support the implementation of WVI initiatives related to systems and processes (i.e. Provision, Shared Services, Bank Rationalization, GEMS Concur, etc.)
• Provide inputs in the conduct of regular review and update of policies, systems and procedures to simplify work processes and meet the needs of ministry.

Capacity Building

• Provide orientation to finance and non-finance staff to ensure understanding of WV financial policies and standards, internal controls, applicable government regulations and taxation requirements.
• Support and counsel direct reports, staff on financial issues.
• Build capacity in Sun Systems, Provision, Gems-Concur and other WV financial systems and applications in the National Office.
• Conduct capacity assessment to ensure that the team is strategically positioned to effectively deliver services and support Ministry.
