Danish Refugee Council (DRC) is a leading protection agency with a mandate to protect, advocate and promote durable solutions for displacement affected populations.

DRC has been operating in Ukraine since 2014, currently DRC employs over 800 staff in Ukraine and implements emergency response in the Protection, Livelihoods, Shelter/NFIs and Humanitarian Disarmament and Peacebuilding (humanitarian mine action) sectors, using direct interventions, support to duty bearers and civil society organizations (CSOs), and partnerships with CSOs. DRC will continue and adapt its durable solutions portfolio to the evolving context.

DRC is currently looking for a Finance Officer to join our Area-Based Allocation (ABA) team in Mykolaiv to implement project in Khersonska oblast.

About the job

Under the management Support Services Manager, Finance Officer is responsible for overseeing partners’ sub-grant financial management, strengthening partners’ financial and compliance capacities, ensuring adherence to donor and consortium financial while contributing to the daily finance operations of the ABA Consortium.

About the ABA Consortium: The Area-Based Allocation (ABA) Consortium is designed to support local actors in Ukraine by facilitating access to quality funding and enabling them to scale up their programming without being burdened by excessive bureaucracy. The Consortium operates as a fund mechanism, incorporating a due diligence process, calls for proposals, fund disbursement, and tailored support throughout project implementation.

Your main duties and responsibilities will be:

  • Conduct financial capacity assessments and due diligence of partner CSOs in coordination with consortium members; identify financial risks and develop mitigation measures.
  • Develop and implement partner capacity development plans, including preparation of training materials, delivery of financial management trainings, and ongoing coaching on budgeting and compliance.
  • Provide financial management, oversight, and monitoring of partnership and sub-grant agreements, ensuring partners’ use of funds complies with approved budgets, contracts, organizational policies, and donor requirements.
  • Review and verify partners’ financial reports and supporting documentation for accuracy, cost allowability, and donor compliance; support preparation of consolidated financial reports for management and donors.
  • Coordinate closely with program and partnership teams on the financial status of partner-supported projects and provide technical finance support as needed.
  • Support partners in proposal development, including budget design and identification of potential financial risks at the proposal stage.
  • Prepare partners for internal and external audits and donor reviews, and support the implementation of corrective actions.
  • Ensure compliance with internal control, anti-fraud, and anti-corruption policies.
  • Perform other finance-related tasks as required by the line manager.

About you

To be successful in this role, we expect you to have at least 2 years of experience in finance/accounting, partnership support, or a related field in humanitarian organizations, as well as at least 2 years of experience in finance and accounting. Moreover, we also expect the following:

  • Contract length: 12 months renewable depending on performance and funding after successful completion of 3 months probation period.

Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment for employees on national contracts.
