  • Sound experience in the use of ERP systems (Oracle, SAP).
  • Expert knowledge of English.
  • Intermediate knowledge of French.
  • Demonstrated skills and knowledge of principles and practices of accounting, financial management and reporting.
  • Attention to detail with the ability to analyze large sets of financial data and recommend appropriate actions.
  • Proven written and communication skills.
  • Supervisory, leadership ability, negotiation skills and a Team player.

Contract

This is a P-3 contract. This kind of contract is known as Professional and Director staff. It is normally internationally recruited only. It's a staff contract. It usually requires 5 years of experience, depending on education.

Salary

The salary for this job should be between 139,444 USD and 182,591 USD.

OBJECTIVES OF THE PROGRAMME

The overall objective of the Awards and Accounts unit (ACT) within the Department of Finance (FNM) is to provide accounting policy, guidance and support throughout the Organization (including hosted entities) and to manage the production of the annual WHO financial statements and accompanying reports. ACT is the focal point for accounting matters for Regions, Countries, Technical Units, related entities and the Global Service Desk. ACT directs and coordinates the monthly and yearly financial closure processes and coordinates on behalf of the Organization (and hosted entities) with the External Auditor in order that they can carry out their verifications of WHO financial records and issue an audit opinion. ACT ensures the integrity of the Organization wide financial information by overseeing the general ledger. ACT analyses global expenditure and issues policies and procedures to ensure effective controls are in place. ACT oversees the timely recording, tracking and reporting of donor funded activities via an award in line with donor agreements.

DESCRIPTION OF DUTIES

The Finance Officer (OLD) is responsible to ensure all monthly payroll costs are correctly allocated to the various workplans throughout the Organization and the hosted entities. The specific duties include the following:

1. Analyse, reconcile and post monthly staff costs (actuals & encumbrances).

2. Ensure accurate allocation of bank forward hedging by staff on a monthly basis.

3. Prepare year-end accruals taking into account possible retro adjustments.

4. Prepare regular monitoring reports for staff costs and overtime highlighting trends or anomalies.

5. Prepare quarterly reports on Corporate services/enabling functions and post-occupancy fund.

6. Implement payroll changes, system enhancements and follow up on IT issues.

7. Prepare and maintain related SOPs.

8. Respond to various external reporting requirements, perform ad-hoc analysis and all other related duties as assigned.

REQUIRED QUALIFICATIONS

Education

Essential: A first university degree in accounting, business administration, finance, management, public administration or related field with possession of an internationally recognized professional accounting qualification such as CA, CPA, ACCA or equivalent. Desirable: Advanced university degree (masters level, MBA or equivalent).

Experience

Essential: A minimum five years of progressive financial managerial responsibility in large, complex organization, preferably with decentralized operations of which at least three years at the international level. Extensive accounting, reporting and policy experience. Sound experience in the use of ERP systems (Oracle, SAP). Desirable: Experience working with International Public Sector Accounting Standards, International Financial Reporting Standards or other international accounting standards. Proven project management skills.

Demonstrated skills and knowledge of principles and practices of accounting, financial management and reporting.Attention to detail with the ability to analyze large sets of financial data and recommend appropriate actions. REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 60,962 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 4547 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
