OBJECTIVES OF THE PROGRAMME

The Awards, Revenue and Donor Reporting unit is responsible for the timely and accurate recording of all revenue for the Organization, matching of incoming funds to invoices, tracking of receivable balances, award management/amendment, certified donor reports and for policies and procedures for those areas.

DESCRIPTION OF DUTIES

1) Participates in the development of relevant financial and donor reporting procedures, internal guidelines, templates on EC budget proposal, management report preparation, project monitoring and self-assessment and finds ways to streamline processes wherever possible.

2) Reviews and contributes in the finalization of cost estimates, budget proposals and agreements and ensures the correctness of financial data used by technical units in the preparation of EC financial donor reports, which will facilitate timeliness and quality of reporting.

3) Conducts monitoring and evaluations of financial and donor reporting activities to ensure compliance with applicable WHO and EC financial rules and regulations and provides support and input for EC verification missions, residual error rate study (RER), and pillar assessments.

4) Drafts certified donor reports and coordinates the Financial Management report; track reporting deadlines, submits reports, requests cost certificates and follows up amounts receivable for all EC awards.

5) Liaises with donor financial reporting and expenditure teams to ensure that procedures for detailed management reporting are consistent.

6) Assists with Special program reports/partnership reports and other financial reporting related duties as required.

7) Monitors and keeps abreast of all EC related developments and provides. information/guidance/training to countries, regions, technical units and other business areas (such as Legal Service and Coordinated Resource Mobilization) for financial matters relating to EC agreements and financial reporting requirements .

8) Performs all other related duties as assigned.

REQUIRED QUALIFICATIONS

Education

Essential: A first university degree in accounting, financial management, business administration or related field. Professional accounting qualification such as CA, CPA, ACCA or equivalent. Desirable: Advanced (Masters level or above) University Degree in accounting, financial management, business administration or related field.

Experience

Essential: A minimum of five years of progressive financial experience in a large complex organization with an emphasis in financial accounting, transaction processing and reporting. At least two years relevant working experience in the UN system or another international organization. Experience in the administration of donor agreements and donor funded projects. Demonstrated exposure at the international level. Desirable: Experience in project financial management would be an asset. Experience working with donor institutions such as the European Commission.

Skills

Demonstrated skills and experience in finance, donor reporting as well as knowledge of the resource mobilization process. The ability to analyze financial data, summarize results and recommend appropriate actions. Concrete skills and knowledge in partnering with donor institutions such as Member States, the European Commission or other international entities. Ability to plan and organize tasks on an autonomous basis. Very good knowledge of and skills in the use of modern integrated accounting systems including a strong understanding of IPSAS. Strong skills analyzing large financial data extracts. Sound judgment, integrity, tact and discretion in dealing with internal and external stakeholders. Good communication (written and oral) and interpersonal skills with finance and non-finance staff. Thorough knowledge of financial policies, procedures and regulations. Strong skills in the area of Office packages in Excel, Word, and PowerPoint as well as strong skills using ERP systems.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 60,962 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 1458 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
