OBJECTIVES OF THE PROGRAMME

To support countries in the WHO African Region to provide high quality immunization services that will contribute to: (a) the reduction of mortality, morbidity and disability from vaccine preventable diseases through the optimum use of available and new vaccines and (b) the strengthening of national health systems.

DESCRIPTION OF DUTIES

The Finance Officer will perform the following duties: -Provide technical assistance in the provision of advice to the responsible programme officers on donor agreements and award management; Manages PEP Programme's awards and accounts, prepares necessary forms for the awards' cycle and implements all budgetary and financial actions in the Global Management System (GSM), this includes workplan funding requests, submission of award budgets, reprogramming of awards and preparation of expenditure batches, while ensuring speedy response to technical units' requests;Participates in periodic Programme Budget Monitoring and evaluation exercise through periodic review of implementation rates, consolidates financial data, analyzes and prepares periodic/ad hoc budgetary and financial statements and returns, provides briefings to enable strategic decision making by senior management;Develops, updates and maintains an accurate tracking system of all financial activities connected with the PEP Programme;Ensures accurate recording of financial transactions, preparation of expenditure reports, timely annual closure of accounts and that charges are correctly allocated;Reviews requests received from the PEP Programme and WHO country offices and take appropriate action to ensure that Programme and country funding is done on a timely basis and that queries are responded promptly;Regularly evaluates the regional and country financial performance, bringing to the attention of the Programme Officers, any under implementation or deviation in agreed processes;Briefs/debriefs staff members and non-staff on relevant financial and budgetary rules and procedures;Performs other duties as assigned by the supervisor.

REQUIRED QUALIFICATIONS

Education

Essential: University degree in Accounting, Financial Management, Business or Public Administration or Economics with specialization in budgeting/accounting. Desirable: An advanced university degree (Masters level or above) in business administration, finance, accounting, public administration, or related field. Professional qualification or licensure in Accounting/Accountancy.An advanced university degree (Masters level or above) in business administration, finance, accounting, public administration, or related field. Experience

Essential: Minimum of two (2) years professional experience in finance, budget/accounting. Demonstrated experience in accounting and consolidation of financial data using ERP systems or similar packages. Experience in WHO, other UN agencies or an international organization. Desirable:

Skills

Thorough knowledge of accounting and budgetary principles and their application. Excellent understanding of accounting practices and procedures, including the application of IPSAS in the country office setting. Advanced knowledge of relevant financial computer applications preferably Oracle Enterprise resource planning (ERP) or similar packages. Strong analytical, communication and problem-solving skills. Knowledge of WHO rules, regulations, policies and practices.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 49,254 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2610 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
