Overview

Manage day-to-day financial tasks and assist in financial functions.

You have:

  • University Degree in Finance/Accounting or Business Administration and equivalent professional qualification.
  • Master’s degree in finance/accounting or business administration will be an added advantage.
  • Minimum 2 years of relevant work experience in the financial/accounting field.
  • Proficiency in using systems like Dynamic, ERP.
  • Advanced proficiency in Microsoft Excel, PowerPoint and Word.
  • Full professional fluency in written and spoken English and local language.
  • Proven experience in working in INGOs, national partners, local/government authorities.
  • Working experience with relevant donors (e.g., DANIDA, UNHCR, ECHO, DFAT, UNOPS, UNICEF, SIDA, SDC, etc., guidelines).

Report to : Finance Manager

Overall purpose of the role:

Under the supervision of the Finance Specialist (Accounting), the Finance Officer is responsible for day-to-day financial tasks in the accounting unit and in particular:

  • Fulfill daily accounting tasks and assist in coordinating financial functions and services.
  • Producing relevant financial provisions and reports on a regular basis.

This role has a country focus and ensures compliance to DRC procedures and guidelines within the country. The role contributes to the development of country strategies, which are translated into action plans and day-to-day tasks. The role provides support and/or technical guidance to country operations in the Area Offices while overseeing country activities.

Responsibilities

Transfers and payments

  • Ensure all payments are made timely and in accordance with existing DRC forms.
  • Ensure all payments meet requirements of National Law and engage with authorities, tax advisors or other stakeholders to ensure tax requirements are met accordingly.
  • Ensure that payment documents comply with DRC internal financial procedures and donor regulations.
  • Ensure proper transfer of funds from DRC HQ in Copenhagen to the country office.

Accounting and Dynamics, Budget Control, Planning & Financial Reporting

  • Ensure all expenses are entered into the DRC Dynamics in time and are of the highest quality. The Finance Officer should ensure to update cashbooks on a daily basis to reflect the actual status of the existing cash count and bank balance in all currencies.
  • Ensure all cash and bank accounts are reconciled on a monthly basis.
  • Ensure proper filing system for financial documents.
  • Support in preparing and using budget control tools for regular budget follow up.
  • Prepare and assist in issuing donor reports.
  • Support the development of new proposals with financial information for budgeting.
  • Ensure that Bi-Weekly Cash Books from the area offices are updated posted into the system.
  • Support in any other reporting as required by the Finance Manager.
  • Correctly use DRC Dynamics functionalities in area of concern
  • Provide technical support to CO and AOs Finance teams.
  • Process vendor invoices related to country office payments and review and settle all purchase orders in the Dynamics System and troubleshoot all the PO/PR errors. Ensure all vendor balances are reconciled and settled on a monthly basis.
  • Review and clean up committed costs and pending transactions for all projects in the system.
  • Create fixed asset journals and enter acquisition price on asset.
  • Support in payroll costs posting in the system by preparing the excel reports for staff salaries, insurances and income taxes.
  • Ensure that the Month End Closure is done and the MEC File Annex 1 is completed as per the deadline set. For the monthly account closing ensures that:
  • All the Inter-company transactions and all the balance sheet balances are settled.
  • All accruals are settled, and prepayments are amortized.
  • All other main account balances are settled.

As Finance Officer the post-holder is responsible for the following:

  • Minimize financial risks by ensuring that DRC financial policies and procedures as set in Operations Handbook and any other CO/RO/HQ instructions are strictly adhered to through predefined effective internal control system.
  • Support in reviewing the payments and ensuring the correctness and accuracy of the Data in Dynamics System, capacity building as well as provide Dynamics System additional technical assistance to the Finance Team.
  • Any other duties relating to the nature of the job as requested by the Finance Manager.

Experience and technical competencies:

Conditions

Contract: DRC will offer the successful applicant a DRC’s Regular contract including 3-month probation period. Renewable depends on both funding and performance. Salary and conditions will be in accordance with DRC’s Terms of Employment. The position is in Employment Band H non-management.
