Trócaire is an International NGO. We work with local partners in the world’s most at-risk communities and with people in Ireland to tackle the underlying causes of poverty and injustice and respond to the crises they create. The role will report to the Finance Manager (FM) and is based in Beirut, Lebanon.

The purpose of this position is to support the Finance Manager in ensuring effective financial management, control, and compliance across Trócaire’s country programme. This role is responsible for the accurate and timely processing of financial transactions, preparation of monthly accounts, and review of the submitted financial requests. It also includes responsibilities for bank reconciliations, payment processing, and budget support, while ensuring compliance with internal and external financial policies, and local statutory regulations. The position contributes to audits, reporting, and provides day-to-day financial guidance to teams to promote strong financial accountability and internal controls throughout the organisation.

Key responsibilities

Financial Management & Reporting

  • Ensure timely and accurate preparation of monthly accounts, to ensure that Finance Manager can monitor budget utilisation and take appropriate action on any significant variances.

  • Record financial transactions on the general ledger, soon after effecting the payment; ensuring accurate and timely posting of transactions with particular attention to the funding source and budget lines.

  • Recording of general ledger journals on Agresso Business World as needed.

  • Ensure that all payments received from the support services team are reviewed and the relevant documentation and approvals are in place and official, before issuing the payment requests.

  • Preparing payment vouchers for all payment requests and ensuring that cheques or bank transfers are made timely.

  • Collaborate closely with the support services team to ensure smooth workflow in relation to procurements and payments.

  • Keep track and update the monthly country office BvA related to the support services budget lines, and forecast effectively all relevant budget lines.

  • Assists in the preparation of the monthly management reports and other reports as may be required.

  • Support Programme finance Coordinator in the review of project supporting documents, when needed, to ensure general compliance and timely reporting.

General Controls & Compliance

  • Assist FM in review of monthly salaries’ calculations when needed.

  • Assisting the Finance manager in ensuring that adequate controls over cash & bank are constantly monitored & updated to minimise the risk of fraud or misappropriation.

  • Support FM and provide timely information to ensure funds available on hand, and in Banks, as relevant to the forecasts.

  • Obtaining bank statements and reconciling Bank accounts monthly.

  • Support the Finance Manager in monthly cash reconciliations.

  • Support the Admin team in asset management from a compliance point of view.

  • Assisting The Finance Manager in ensuring that relevant Trócaire organisational financial policies and procedures are adhered to and implemented in a standardised manner.
  • Support Trocaire Finance team to ensure compliance with local and statutory requirements.
  • Assist the Finance Manager in providing training to the country team on proper financial management and compliance.
  • Provide day to day practical financial advice on systems and processes to the country teams as required.
  • Assist FM in both external and internal audits, as needed.

Budgeting

  • Assist the Finance Manager in the preparation and finalisation of country budgets, budget reviews, revisions and multi annual plans.
  • Assist the Finance Manager in budget proposals providing input on budget Gaps, and needs in relation to admin expenditures.

Other duties:

  • Fulfil other reasonable duties and responsibilities, as requested by the Finance Manager.

  • Coordinate with the wider team to ensure proper workflow.

  • Maintain an effective archiving system for finance generated documents.

Requirements

Experience:

  • At least 3 years financial management experience, preferably in a NGO environment.

Qualifications:

  • University Degree in finance and/or accounting or higher Diploma.

Skills:

  • Solid accounting and administrative skills; including experience and skills on budget vs actual, management and financial reports.
  • Solid understanding of Payroll and salary calculations.
  • Experience in Statutory Requirements and reporting.
  • Understanding of Operations and supply chain management.
  • Knowledge on financial management of Institutional Donor Funds (IF).
  • Experience of internal & external auditing of the IF donor funded projects.
  • Practical skills in preparing the multi-currency IF donors budgets using the FTE (Full Time Equivalent) methods, consolidation of financial reports in IF donor currency from expenditure of different currencies, calculation of FX gain and losses, budget revision.
  • Strong computer skills: must be competent in the use of Accounting Software, Windows, MS office programs (Word, Excel, Outlook); Skills of Accounting Software called Agresso Business World (ABW) would be an asset
  • Fluency in English and Arabic language.
  • Able to work independently being a strong team player.
  • Strong organisational skills, initiative, ability to prioritise work.
  • Ability to perform several tasks with attention to detail.
  • Strong ability to multi-task and respond to unanticipated requests quickly.
