Under the general supervision of the Finance Manager, the incumbent is responsible for the preparation of the most complex of the statement of accounts, for example, the statements for grants funded by the European Union, which is a strategic partner to UNICEF. All statements must be prepared in compliance with the donor agreements including strict adherence to the deadlines. The incumbent also provides extensive support and guidance to country offices with regards to the preparation of the statements and, more generally, with regards to the management of complex grants. In addition to ensuring compliance with donor agreements, the incumbent carries out functions in accordance with UNICEF’s accounting policies and procedures, and UNICEF Financial Regulations and Rules.

How can you make a difference?

Summary of key functions/accountabilities:

  1. Prepare interim and final donor statements of account and cumulative summaries for review by the Finance Manager. Ensure that all donor requirements are complied with, particularly for those donors with very specific detailed information requirements.
  2. Monitor completeness, accuracy, and timeliness of financial transactions in VISION for the assigned donor accounts to ensure that donor statements and other reports prepared correctly reflect the financial data as at specific cut-off dates.
  3. Review and analyze financial transactions in VISION for assigned donor accounts taking note of abnormal balances, possible discrepancies, closure of expired funds, etc.. Process accounting adjustments, and/or take corrective action as necessary. Such corrective action may be in the form of deriving needed additional information from VISION and/or requests from the field offices for information that is not yet in VISION.
  4. Provide technical support and advice to field offices and other HQ offices on accounting matters that have donor financial reporting implications.
  5. Provide policy coordination support/guidance to HQ, RO and CO on structuring and reporting on Joint/Pooled programmes. Liaise with UN Agencies providing funding to UNICEF via Joint/Pooled funding programmes to ensure efficient structuring and reporting.
  6. Provide inputs for system enhancements and perform other related duties as required.

  • Professional Accounting or Auditing Qualification (such as Chartered Accountant, Certified Public Accountant or equivalent) or an Advanced degree in accounting or a related field including MBA. Preference will be given to holders of professional accounting qualifications or equivalent.
  • Two to four years’ experience in positions of increasing responsibility in the field of accounting, preferably financial donor reporting.
  • Developing country work experience and/or familiarity with emergency is considered an asset.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
