Purpose of the Post:

Within the Country Management Support Unit (CSU), to provide direct support and services to the WHO Country Office in the area of workplan management and budget and finance.

Objectives of the Programme and of the immediate unit or field activity (Overview of the programme):

Country Management Support Units (CSU) have been established in the organisational structure to provide support for Managers and staff to fully assume their responsibilities in the GSM environment and to ensure compliance with organizational policies, procedures, rules and regulations on all administrative and financial matters and transactions in the context of an enterprise resource Planning (ERP) system.

Organizational Context (Describe the work environment; the role of the individual within the team – team member, specialist, adviser, facilitator, coordinator/manager, representative, expert, authority in the field, etc.; available guidelines and degree of independence in decision making; and nature and purpose of contact within and outside the Organization):

Under the direct supervision of the Operations Officer, the incumbent performs Programme, budget and finance functions as they relate to programme planning, management and monitoring. The incumbent will have constant interaction with the Planning and Budgeting Management Regional Team and Cluster Client Services within the budget centre (s) concerned, consult and interact with other team members within the Regional Office Management Support Unit (RSU) Country Management Support Units (CSU), RRT Finance Team AFRO, Headquarters and the Global Service Center.

Summary of Assigned Duties (Describe what the incumbent has to do to achieve main objectives; include main achievements expected):

• Initiate, create and maintain Workplan;

• Input/update workplans including planned costs in GSM;

• Initiate setting up of HR plans, identify and include positions in HR plans, update position parameters and submit for approval;

• Initiate mapping of positions to task and awards;

• Complete Award Activation, Distribution and Amendment requests;

• Submit Workplan Funding, Award budgets

• Submit transitions in CEM

• Raise or revise workplan funding requests;

• Develop/revise award budgets ;

• Monitor expenditures against award budgets, project funding, award distributions and PB allocations;

• Initiate and submit the FCFS for Awards

• Produce financial (allocations, expenditures, Encumbrances, balances) reports

• Liquidate Encumbrances, initiate and submit Expenditure Batches

• Identify and process necessary revisions to expenditures, award budgets and project funding;

• Monitor and review staff costs in occupied and vacant positions;

• Follow up on cancellation of encumbrances in relation to travel costs and procurement of goods and services (refer to accounting instruction 45);

• Perform budget analysis and produce budget and award reports;

• Contribute to the reporting on performance assessment.

• Supervise and train two or more staff members providing program/budgetary and finance assistance and evaluate their work as necessary

• Perform other duties as may be required.

Achievement Activities Include: Coordinate and provide sound advice to the WHO Representative and staff on work planning; integrate cluster budget plans and reporting requirements with corporate planning policies; coordinate budget and work plans with central administration support functions; ensure cluster compliance with all organizational requirements for budget and work planning submissions and reports.

Functional Skills and Knowledge (Describe skills and knowledge specific to the post):

• Good knowledge of WHO Results-Based Management framework and related business processes.

• Knowledge of Oracle projects and Oracle Financials or similar ERP applications and systems.

• Sound knowledge of the Organization’s policies and practices, as well as project management principles and their application within WHO;

• Ability to act independently and exercise sound judgement;

• High level of organizational and analytical ability, combined with good writing and communication skill;

• Proven ability to maintain and establish excellent interpersonal working relations and to work with competing priorities under pressure.

Education (Qualifications):

Essential: University degree in Finance, Management Accountancy or Business Administration.

Desirable: Membership of professional accounting bodies e.g. C.A.

Experience:

Essential: 4 years of professional experience with an emphasis on programme, budget and financial management.

Desirable: Good knowledge of programme, budget and financial management and end-to-end business processes as designed in the Global Management System (GSM) and Contributor Engagement Management (ECM);

Knowledge of he WHO accountant systems and Imprest management would be an added value

Experience in project management, ideally in the UN System and/or a public health context; Good knowledge of GSM System or similar ERP Systems;

Languages:

Excellent knowledge of Portuguese or English, with the ability to work in the other language.

Other Skills (e.g. IT):

Excellent knowledge of Microsoft applications (e.g. Excel, Word, PowerPoint, etc) with an emphasis on Excel or a similar workbook application.
