OBJECTIVES OF THE PROGRAMME

The purpose of this position is to implement the full range of Budget and Finance services at the Country/Department level. The position performs professional work required in the area of accounting and finance. The major expected outputs are the implementation of internal controls in finance and accounting initiatives for the Country Office and to support the office in planning and implementing WHO's work, through the provision of advice and services in Finance

DESCRIPTION OF DUTIES

The objective of the program is to provide financial management support for the execution of emergency rehabilitation program of Health System and infrastructure in Syria.

Under the direct supervision of the Administrative and finance Officer and the overall guidance of HWCO. The incumbent will be responsible for processing all financial transaction and payments. The post requires an excellent undertaking of WHO’s procedure, rules and systems with respect to payments to insure that all payments are made correctly on time, to correct bank accounts that adequate controls are maintained to minimize risks of error or fraud; that all payments accounting , including staff personal accounts are correctly stated. Finance officer is also responsible to ensure that bank accounts under their supervision are reconciled and to ensure that all financial reports are adequately maintained at all times. Liaise closely with counterparts in other UN agencies and Donors on the allocation of financial resources.

The incumbent will perform the following duties:

1. Ensure financial transactions are in compliance with the financial rules and regulations.

2. Ensure that the imprest accounts are reconciled and submitted to the Regional Office in a timely manner.

3. Formulate general and specific budgetary estimates for projects; plan, organize and monitor the application, control and accounting of approved budgetary allocations by programmes.

4. Ensure that all related financial reports are submitted to the management and/or the Regional Office on time following the WHO financial rules, as requested by the supervisor.

5. Provide advice for Finance staff in WHO Syria to Liaise and coordinate with counterparts within other UN agencies in relation to all financial procedures in line with WHO financial rules.

6. Prepare cost estimates and monitors the financial performance of projects implemented. Review requests for payments and allocation of funds.

7. Consolidate financial data, analyzing and preparing the financial reports for the country office.

8. To be responsible for the budget resource management planning and resource mobilization.

REQUIRED QUALIFICATIONS

Education

Essential: First University degree in business administration, finance, accounting public administration, or related field

Desirable: An advanced university degree (Masters level or above) in business administration, finance, accounting, public administration, or related field.

Experience

Essential: At least two years of relevant experience in a financial/accounting at the national and

international levels. Demonstrated experience in accounting and consolidation of financial data using

ERP systems or similar packages.

Desirable: Experience working with the UN system.

Skills

Sound Financial accounting skills.

Tact in managing high volume of payments.

Ability to work under pressure/flexibility.

Excellent analytical skills and attention to details.

REMUNERATION

WHO offers staff in the General Services category an attractive remuneration package, which for the above position includes an annual net base salary starting at USD 25511 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
