BACKGROUND:

The IRC Yemen began its programs in October 2012. Since establishing its presence in the South of Yemen, in the Red Sea Coastal city of Aden, the organization has grown from just an implementing small projects to handling large scale emergency and relief operations. Following the war which broke out in Yemen in March of 2015 and the humanitarian disaster, which was crafted by the same, IRC launched one an emergency response program in the southern governorates of Aden, Lahj, Abyan, Shabwah and Aldalea. Currently IRC Yemen is operating in eight governorates in the south and north of Yemen and Sana’a and Hodeidah in the North through direct programming and through local partnerships, in Health, WASH, Nutrition, Economic Recovery Development, Education, Child Protection, Gender and Women Protection and Empowerment.

SCOPE OF WORK:

IRC is seeking a dynamic Finance Manager (Treasury) to assist Finance Coordinator over treasury side of finance operations.

Working relations: - Regular & open communication with Finance Coordinators; - Communication with regional team over treasury management; - Work closely with finance team including account payable unit.

Job overview: Controllership - Ensures that all in-country practices are in compliance with IRC and donor policies and procedures - Assist FC in-country finance procedures to supplement global policies as needed - Closely monitors financial activities on financial performance of the office, issues with internal controls or financial management - Assist FC over monthly balance sheet reconciliations are completed on a periodic basis - Handles finance department activities and schedules to meet the financial closing requirements and timelines specified by headquarters - Ensures in-country internal control reviews of operations are regularly undertaken. - Lead on account payable module in ERP software of IRC and liaison within the finance team members - Assist FC to liaison with IRC HQ on all finance, accounting, treasury, account payable, and cash & bank management

Training & Staff Management - Ensures comprehensive and constructive performance reviews are completed annually of staff reported to this role - Develops and implements a training program for treasury staff - Liaison with collaborator over operational matters link with recording, processing and posting to financial records.

Treasury - Assist FC in supervises all country program bank relations and bank account activities including negotiation of fees, interest and currency exchange rates - Assist FC over the review and approval of all monthly bank account and cash reconciliations - Maintains on current basis accurate forecasts of cash requirements for meeting future spending, including commitments which obligate IRC to future spending including financial reports for management - Assist FC in ensuring that appropriate balances are maintained to facilitate grant implementation and cash held in headquarters in drawn regularly - Assist FC in ensures the development and implementation of a plan to minimize the Country Program’s foreign exchange exposure to currency gains and losses - Assist DFC in collection of contractual and other receivables

Key Working Relationships Position Reports to: Finance Coordinator, Accounting & Treasury Other Internal contacts: All finance staff

Qualifications

Requirements: - A Bachelors degree in Accounting, Business Administration, Commerce or Finance. A recognized professional certificate in Accounting is an advantage. - Minimum of three (3) years of managerial experience in the financial area of a non-profit organization or an international commercial organization. - Experience in working with computerized accounting systems, standard spreadsheet and database programs (Integra, Dynamics). - Good leadership and management skills. - Be able to function effectively in a sophisticated work environment and to set appropriate priorities and deal optimally with challenging priorities and pressure - Ability to carry out responsibilities with minimal technical support. - Dedication to the IRC’s mission, purpose and values. - Proficiency in English is required.
