Job Description

Purpose of the Role

IRC Bangladesh is being started to implementing Microsoft Dynamic (Integra) financial systems from February to December 2022. To smoothly implement Integra financial systems, the Finance Manager- Support will be based in IRC Cox’s Bazar Office with strategic guidance, technical support, and direct supervision of Budget and Reporting Specialist. Finance Manager- Support will be working in roving finance support who can working with CXB or UKH finance team on day-to-day financial operation and budget management. With support of line manager, finance manager will prepare monthly work plan based on support needs in advance and support both team based on requirements.

Highlights of Key Responsibilities

Financial Systems Operations:

- Need base support Ukhiya & Cox’s Bazar Finance to reviewing financial documents and ensure proper coding at financial systems - Support Ukhiya & Cox’s Bazar Treasury Finance to ensure monthly cash, bank reconciliation and receivable and payable liquidate on timely manner - Support to monitor all financial activities in Cox’s Bazar and UKH operations and keep the base finance advised of all situations which have the potential for a negative impact on internal controls or financial management performance - Support Ukhiya & Cox’s Bazar Treasury Finance to ensure adequate reviews of national and international staff payroll and process to monthly salary payments as per SOP - Monitor cash inflows and outflows on the bank system in Cox’s Bazar & Ukhiya - Prepare the necessary forecasting reports, procurement reports, cost sharing reports for Cox’s Bazar & Ukhiya Offices. - Ensure compliance to relevant policies, procedures, and process both donor and statutory in all kinds of payments. - Ensure that all financial transactions are following all relevant legislation and financial policies for IRC.

Financial Control:

- Ensure that donor compliance, NGO Affairs Bureau procedures and financial are adhered in IRC financial operation; that all financial records and accounts are compiled in time, accurately and in line with international accounting standards and donor regulations in both Ukhiya & Cox’s Bazar offices. - Support to carry out regular checks for compliance with partners advance payments, liquidation, and financial documentation

Financial Reporting and Analysis:

- Assist Budget and Reporting Specialist to analyzing monthly/quarterly finance reports and prepare T2 budget for systems. - Preparing monthly BVAs and participate grants review meeting.

Deliverables

· Back up Finance system in Cox’s Bazar & Ukhiya is in place and functional.

· Support to ensure mandatory financial procedures, statutory requirements, donor compliances and IRC financial mandates

· Support to timely payments to vendor and disbursement of funds to partners and liquidation

· Support to prepare budget and donor financial report in timely manner.

Qualifications

Experience and Competencies: Knowledge, Skills & Abilities

· Minimum 5 years’ experience of working in humanitarian/development contexts

· Minimum of 1-3 years’ relevant work experience in the similar role with international NGOs

· Requires extensive experience in working with computerized accounting systems, standard spreadsheet, and database programs (SUN System and Vision)

· Familiarity and experience of dealing with financial compliances of US grants, ECHO, DFID, GAC and UNs

· Solid understanding and experience of relevant GoB compliances for INGOs in Bangladesh including but not limited to FD6, FD7, VAT, taxes etc.

· Excellent problem-solving skills, and proven ability to handle pressure and improve

· Requires having a proven track-record of proactively identifying and communicating potential problems and proposing solutions

· Demonstrated skills and experience of strategic and analytical thinking

· Ability to carry out responsibilities independently with minimal technical support

· Good English and Bangla language communication skills, both written and verbal
