BACKGROUND:

The IRC Yemen began its programs in October 2012. Since establishing its presence in the South of Yemen, in the Red Sea Coastal city of Aden, the organization has grown from just an implementing small projects to handling large scale emergency and relief operations. Following the war which broke out in Yemen in March of 2015 and the humanitarian disaster, which was crafted by the same, IRC launched one an emergency response program in the southern governorates of Aden, Lahj, Abyan, Shabwah and Aldalea. Currently IRC Yemen is operating in eight governorates in the south and north of Yemen and Sana’a and Hodeidah in the North through direct programming and through local partnerships, in Health, WASH, Nutrition, Economic Recovery Development, Education, Child Protection, Gender and Women Protection and Empowerment.

SCOPE OF WORK:

IRC is seeking a dynamic Finance Manager (Reporting & Audit) to assist Finance Coordinator in implementing the role.

Working relations: - Regular & open communication with Finance Coordinators; - Communication with regional team over reporting and audit management; - Work closely with budget holders, Government Liaison department, collaborators of PIMs, POMs, PCMs.

Job overview: Compliance: - Ensure adherence to IRC and donor budgeting/grant policies and procedures - Promptly inform the finance coordinator of any areas of concern of potential or suspected violations of policies and procedures - Ensure that all IRC Yemen reporting practices are aligned with IRC global & incountry policies, donor policies, Yemen Government regulations and legislation.

Reporting: - Assist in the preparation, revision and maintenance of country office Operating Budget and re-forecasts. - Lead in the preparation and revision of all grant reporting to donors including coordination with regional office for reviews. Ensuring the reports comply to donor reporting formats and timely submit as per contractual requirements - Working with program/ grants teams over the validation of financial reports. - Compiling budgets for MOPIC/ SCMCHA required for sub-agreements and reporting to said authorities in liaison with operations; Prepare, consolidate, and update all grant pipeline information from Program and Finance departments monthly and to propose and prepare budget revisions as needed. - Attend monthly Grant review meetings and present the spending status. Follow the action points based on the comments from the meeting. In compliance with donor requirements propose adjustment entries required for all BVAs and financial reports. - Provide support and feedback to Operations and Program managers for all questions regarding the BVAs. - Prepare the new budget line coding for each new grant and update in SUN/ Integra system. - Upload budgets to Integra system when required. - Advice key donor compliance requirements with the consultation of the Grant unit.

Audit - Act as focal person over external audit including project and annual audit. - Focal person for internal audit, if any conducted by HQ or in country. - Review audit recommendations and developing action plan for DDF sign off and follow up the said plan - Ensure the completeness of the grants financial documentation of the centralized grant filing system.

Training & Staff Management: - Assist in providing training and support for the country office program and operational staff on reporting, revisions, pipeline and spending plan reports. - Identify training needs in reporting department. - Lead refresher training programs for Field and Program Coordinators, Program Managers to ensure staff are aware of their roles and responsibilities in the area of grant management and are updated with new procedures, IRC global initiatives. - Monitor staff proficiencies post-training and provide regular feedback and mentorship to ensure all gaps in knowledge are addressed and rectified with supervisors as appropriate.

Key Working Relationships Position Reports to: Finance Coordinator, Budgeting & Reporting Other Internal contacts: All finance staff, Budget holders & Management team

Qualifications

Requirments: - A Bachelors degree in Accounting, Business Administration, Commerce or Finance. A recognized professional certificate in Accounting is an advantage. - Minimum of three (3) years of managerial experience in the financial area of a non-profit organization or an international commercial organization. - Experience in working with computerized accounting systems, standard spreadsheet and database programs (Integra, Dynamics). - Good leadership and management skills. - Able to function effectively in a sophisticated work environment and to set appropriate priorities and deal effectively with multiple challenges and pressure - Ability to carry out responsibilities with minimal technical support. - Dedication to the IRC’s mission, purpose and values. - Proficiency in English is required.
