Job Description

Background/IRC Summary: The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises, helping to restore health, safety, education, economic wellbeing, and power to people devastated by conflict and disaster. Founded in 1933 at the call of Albert Einstein, the IRC is at work in over 40 countries and 26 U.S. cities helping people to survive, reclaim control of their future and strengthen their communities. The IRC has been operating in Thailand since 1975 and currently provides assistance to displaced persons in Tak, Kanchanaburi, Ratchaburi and Mae Hong Son provinces.

Job Overview/Summary: As a member of the senior management field team in Tak province, the Finance Manager oversees day to day management of finance and accounting activities and ensures fiscal transactions processed are in compliance with IRC internal controls, policies and procedures.

Major Responsibilities:

1) Financial Verification: - Verify payment requests that are less than or equivalent to US$2,500 - Adhere to all IRC policies and donor regulations. - Ensure expenses are allowable, allocable, and reasonable as per specific donor regulations. - Submit correct and accurate charging codes for all payment requests. Ensure calculations are correct. (This includes test of the mathematical accuracy of invoices, receipts and supporting documents to payments). - Review all purchase requests and to ensure correct coding and confirm budget availability.

2) Finance Reporting: - Reconcile all transactions for expenditure and ensure that accurate records are sent to the Finance Department in Bangkok in accordance with finance reporting schedules. - Carry out regular reconciliation of all expenditure transactions; ensure accurate documentation is forwarded to Bangkok Finance Department according to timetable. - Monitor the staff, vendor advances and other balance sheet items before month end closing. - Review BVAs and provide corrective advice as needed or necessary. - Ensure Payment Request generated by BVA system and cleared by requester after disbursement/liquidation made.

3) Cash Forecasting: - Consolidation of the Tak province monthly cash flow projections in close collaboration with all Project Coordinators/budget holders to ensure monthly projections are accurate and complete and Submit to Deputy Field Coordinator for Operations for review before sending to BKK Finance for further processing. 4) Budgeting: - Assist in preparing, revising, and maintaining the fiscal year operating budget. - Assist program teams to prepare and/or revise spending plans as needed. 5) Training & Outreach - Conduct finance orientation for all new Tak staff on finance procedures and policies as required. - Ensure all IRC Tak staff follow IRC’s cash, advance and banking policies by education staff through orientation and training. 6) Other - Participate in support team and monthly staff meetings and provide concise highlights on finance-related items. - Participate in coordination discussions with program management staff. - Provide advice to colleagues on financial regulations and requirements. - Ensure compliance and internal control. - Perform other duties as assigned by supervisor. Key Working Relationships:

Position Reports to: Deputy Field Coordinator for Operations, Tak Position directly supervises: Senior Finance Officer. Indirect Reporting: Senior Finance Manager in BKK Other Internal and/or external contacts: Internal: Operations and Program staff External: Bank, Supplier, Vendor, Agency, Sub-grantees, Partner, Hospitals, NGOs

Qualifications

Job Requirements:

Education: Bachelor’s degree in Accounting, Business Administration, Commerce or Finance with a recognized professional certificate in accounting (CPA or equivalent certification would be preferred).

Work Experience: - Minimum 4 years of Finance and accounting experience. - Experience in managing multiple international currencies. - Experience working with refugees, displaced persons for humanitarian assistance organization or non-governmental organization (NGO) is advantage.

Demonstrated Skills and Competencies: - Computer literate with significant experience in excel, accounting package knowledge (BVA, Integra system) highly desirable. - Have a high degree of flexibility and ability to deal with constraints. - Excellent Data Management Skills. - Team player, fast learner with strong organizational skills. - Flexibility and Adaptability. - Good communication skills. - Good organizational and leadership skills. - Positive attitude and excellent service mind. - Ability to maintain confidentiality - Ability to work independently, with high commitment to the assignment and deadlines. - Proficient in Microsoft excel, MS TEAMS and other on-line meeting tools

Working Environment: The position will be based in the IRC office in Mae Sot, with extensive travel to Umphang field site.
