Finance Manager Job Description

We are currently seeking a qualified candidate for the Finance Manager position for an upcoming FCDO-funded Public Financial Management (PFM) and service delivery programme in Kinshasa, South Kivu and Kasai, DRC. This position is contingent upon award of this project to FHI 360.

Job Summary:

The Finance Manager will be responsible for the financial health of the PARI-TACS project. They will produce financial reports, direct investment activities, and develop strategies and plans for the long-term financial goals of the project.

Key Responsibilities:

Financial Management:

  • Oversee financial operations including invoicing, accounts payable, accounts receivable, general ledger, cost accounting, payroll, and tax compliance.
  • Develop and maintain financial accounting systems for cash management, accounts payable, accounts receivable, and petty cash.
  • Review monthly results and implement monthly variance reporting.

Budgeting and Forecasting:

  • Assists in the development of annual budgets and its monitoring. Work closely with the technical team to monitor programme budgets.
  • Work closely with technical team for smooth and effective programme implementation and cash flow projections.
  • Work with Team Lead and Programme Manager to create, implement, and monitor systems for budget pipelines and projections.
  • Develop and manage financial controls in accordance with the project’s procedures.
  • Prepare annual budget in consultation with the Project Director and team.
  • Monitor and analyse monthly operating results against budget.

Reporting:

  • Coordinate with inventory staff to ensure non-consumable items are properly recorded.
  • Coordinate the compiling of periodic and monthly financial reports and statements for submission to HQ.
  • Develop quarterly accruals report for the submission to FCDO and FHI 360.
  • Prepare Government of DRC mandated financial and tax reports as well as donor reports.
  • Work with the selected audit firm to implement annual audit as mandated by the Government of DRC.
  • Prepare financial analysis for contract negotiations and product investment decisions.
  • Ensure compliance with local, state, and federal budgetary reporting requirements.
  • Prepare accurate and timely monthly financial reports.

Qualifications:

  • Bachelor’s degree in business administration, finance, accounting or related field – Master’s degree preferred.
  • 8+ years of experience in project finance with the minimum of 3 years of financial and budget management experience.
  • Strong working knowledge of FCDO financial management policies, procedures and practices.
  • Must have demonstrable hands-on experience with an accounting system and high-degree of competency in MS Excel and other accounting packages.
  • Strong working knowledge of DRC Government mandated financial reporting requirements.
  • Attention to detail and strong numeracy skills; strong organizational and prioritization skills.
  • Ability to work both independently and in a team; proven analytical and problem-solving abilities.
  • Experience working on multi-cultural teams.
  • Excellent communication skills.
  • Fluency in French – English proficiency preferred.
