CONTEXTUAL BACKGROUND

The IRC established programs in Iraq in 2003 to address the overwhelming needs of displaced people in Iraq and the neighboring countries. Since re-establishing its presence in Iraq in November 2007, the IRC has been assisting thousands of internally displaced families in the northern, central and southern governorates in the sectors of protection, gender-based violence (GBV), education, economic recovery, child Protection and emergency humanitarian assistance. Working in coordination with the humanitarian community in Iraq, the IRC's assistance and emergency programs address the needs of war-affected Iraqi internally displaced persons (IDPs) and Syrian refugees from several operational bases in the country, and include both camp-based and urban-based assistance. IRC operates throughout Iraq, with the main office in Erbil and field offices in, Baghdad, SAD, Anbar, Kirkuk, and Mosul.

Job Overview/Summary

Scope of Work: The Finance Manager, IRC Iraq is in charge of finance review processes and works with the Deputy Finance Controller and other members of the finance department to ensure efficient and effective processing of financial documentation. The Finance Manager will have thorough knowledge of IRC and donor financial and administrative policies and procedures.

Responsibilities

1- Accounting

a) Leading the monthly closure of accounting books.

b) Coordinate with audit (internal/external) and ensure that audit is completed without any disruptions.

c) Review expat staff salary journal voucher and expat payroll information on monthly basis, ensure all expat salaries are allocated to Grants.

d) Update Finance Scorecards for power BI and maintain the finance metrics on regular basis.

e) Reviewing cash and bank books for All IRQ suboffice/ field offices on monthly basis, provide feedback to field finance staff and field coordinators on quality of monthly books of accounts.

f) Focal person for Sun Accounting system backups, ensure the data posted in Sun system is with high quality and with no errors.

g) Review and validate quarterly Tax report and Annual Financial Reports to the Government of KRG and Baghdad.

h) Training, capacity building field finance staff on request of Field Coordinator.

i) Arrange short term coverage for field finance staff if they are on leave.

j) Reviewing balance sheet accounts on monthly basis and make adjustment, as necessary.

k) Review and verify payments up to 15,000 USD on daily basis and ensure no delay in payments caused.

2- Budgeting and reporting

a) Supervise and Preparation, revision, and maintenance of the Iraq country office master budget.

b) Supervise the preparation and revision of the grant budget proposals. Working with program staff in preparing and/or revising grant budgets to support new proposals or realignments to ensure adequate coverage of country operating costs and headquarters costs.

c) Consolidate and update all grant spending plans information from Program and finance departments on monthly basis and to propose and prepare budget revisions, as necessary.

d) f) Supervise the preparation of the required donor financial reports for review by the Finance Controller/ Deputy Director Finance.

e) Preparation of US federal funding Letter of Credit –LOC report to HQ to ensure accurate appropriate balances are included to facilitate grants implementation.

Staff Management

a) Serve as technical resource for the Finance Department.

b) Carry out appraisals for direct staff reports under Finance Controller/ Deputy Director Finance supervision within the finance department.

c) Adhere to and act in accordance with IRC Global HR Policies and Procedures.

d) Adhere to and serve as a champion of the IRC Way Standards for Professional Conduct.

Administrative Duties

Supervise daily activities in the Accounting Department.

Security/Communication

a) Communicate with Finance Controller on security issues within the office and outside the office.

b) Report to the Deputy Finance Controller/Finance Controller, any irregularities that occur within the IRC office, staff compound and camps on policy and procedures.

General Duties

Attend and actively participate in trainings identified/organized by your supervisor.

Follow any new procedures and guidelines communicated from Senior Management.

Report any violations of the IRC Way: Professional Code of Conduct.

Perform other duties as may be assigned by your supervisor.

Key Working Relationships:

Position Reports to: DFC and DDF Position directly supervises: Finance Officer and Sr. Finance Officer

Indirect Reporting: Other Internal and/or external contacts: describe the nature of departments or groups the position influences or requires support from to accomplish objectives.

Internal: Country Office and HQ office

External: partners

Working Environment:

The position will be based in Erbil and will provide technical support to other IRC field offices with travel to field offices based on needs.

Qualifications

· Bachelor’s degree in accounting, or Finance is preferable.

· Minimum of 4 years Finance and Budgeting experience from which minimum 2 year in a managerial level.

· Experience with an International NGO.

· Proficient in Microsoft (MS) suite applications; experience in using advanced MS Excel is essential, knowledge of an accounting package such as SUN system is preferable.

Skills and Abilities

· English, Kurdish and Arabic language skills required.

· Solid written and verbal skills in the English language are required.

· Ability to carry out responsibilities independently with minimal technical support, make decisions and exhibit flexibility.

· The candidate should be mature and comfortable in a multi-cultural work environment, work well in and promote teamwork and be able to handle pressure with professional grace.

· Strong remote management skills are necessary; ability to instruct, train and provide feedback to finance staff and partners on a remote basis.

· Be receptive to training opportunities in order to further develop technical and professional competence.

· Good communication skills that function across a diversity of cultures.

· Excellent facilitator and team player in solving problems.
