******Job Summary:******

The Finance Manager, Crisis Response and Resilience, is an exciting opportunity to shape financial systems and approaches as a member of the growing global humanitarian response and resilience team at FHI 360. The ideal candidate for this finance-specific position will demonstrate progressive financial management experience working with humanitarian agencies or teams (both in the field and headquarters level preferred) on designing, budgeting, managing, and closing-out the financial aspects of humanitarian response programs funded by the Bureau for Humanitarian Assistance (BHA), UN agencies, and European donors (including FCDO and ECHO). This position will be expected to bring this practical experience to FHI 360 and help shape FHI 360 internal humanitarian financial management practices and systems at both the corporate and implementation levels specific to humanitarian response, including the start-up phase of emergency response projects in new and existing countries within the portfolio. Of particular importance for this role will be the candidate’s ability to work effectively with passionate members of a strong team of humanitarians and to effectively bring strong creative problem solving skills to leverage in improving FHI 360 financial processes and procedures in order to better serve our humanitarian programs. These skills include cash flow and liquidity management, helping program teams manage budget vs. actuals in a useful way – and to build an effective but user friendly system and frequency of review. In addition, this position will assist the CRR Team in departmental financial matters, including G/A budget management and forecasting, participating in corporate meetings and representing the department among peer departments, including Cost and Pricing, Contracts and Management Services, Field Accounting, Treasury, and the Office of the CEO. Management experience and foreign language skills are a distinct advantage.

****Accountabilities:****

  • Reviews and analyzes monthly financial reports regarding budgets- actual and forecast.
  • Provides recommendations and consuls with management on financial projects and compliances.
  • Participates and provides financial reporting for annual budget planning, audit reviews and assessments.
  • Engaged in the more critical and confidential aspects of financial analysis.
  • Duties require broad conceptual judgment, initiative and ability to deal with a wide range of finance issues.
  • Works with confidential data, which if disclosed, might have significant internal and / or external effect.
  • Keeps abreast with the latest trends in financial accounting and mentors staff.
  • Builds and trains staff on financial policies and procedures, GAAP practices and client relationships.
  • Ensures the accuracy and integrity of the financial books and records for Crisis Response & Resilience.
  • Creates and maintains procedures and policies for the department and establishes financial controls.
  • Interacts with management on financial plans, processes, and projects to achieve the department and organization goals.
  • Provides relevant reports and analyses.
  • Performs other duties as assigned.

  • Sound knowledge and past experience with Generally Accepted Accounting Principles (GAAP) practices and reporting guidelines.
  • Must have excellent organizational, supervisory, leadership and managerial skills.
  • Ability to provide strategic leadership and advice to team, exchange information and collaborate with colleagues and peers within and outside the organization.
  • Possesses a full understanding of the organizational structure, policies and practices, and the impact on own area and the entire organization.

  • Responsible for helping to ensure that humanitarian and resilience projects are staying within the scope flexibility and budgetary parameters through analysis and consultation with management.

  • Identifies and resolves problems in a timely manner and gathers and analyzes information skillfully.
  • Addresses problems in accordance with priorities, policies, commitments, and program goals.

  • Researches and develops solutions for unusual and novel situations.
  • Erroneous actions could result in delay of schedules and impact established timelines.
  • Errors could be difficult to detect and could require expenditures to resolve.

****Supervision Given/Received:****

  • May lead and provide guidance to other lower-level departmental and program finance personnel.
  • Manages staff and external project members to achieve goals and vision of project from initiation to completion.
  • Coordinates project plans, budgets, training and resources with management to achieve strategic goals.
  • Accounts for budget, procedures, and training of staff to achieve results and solutions
  • Develops and recommends solutions to management.
  • Serves as consultant and resource for management.
  • Reports to Senior Director, Crisis Response and Resilience.

****Education:****

  • Bachelor's Degree or its International Equivalent.

****Experience:****

  • Minimum of 5-8 years related work experience, including 3 years in management and 3 years working at the corporate or organization level.
  • Past experience managing a financial analysis department is required.
  • Must be able to read, write and speak fluent English; Fluency in other languages is a plus.
  • Demonstrated experience with project management concepts, especially those related to USAID / Bureau for Humanitarian Assistance (BHA) -funded projects.
  • Experience with essential financial aspects of grant programs.
  • Experience design, establishment, training, and maintenance of emergency program budgeting, pipelines, budget vs. actuals exercises, and financial management systems that support humanitarian program delivery.
  • Prior field and HQ level work experience with humanitarian non-governmental organizations (NGO) highly preferred.
  • Experience working in hardship and extreme risk environments highly advantageous.
  • Supervisory and organizational skills preferred

The expected US Based hiring salary range for this role is listed below. Candidate FHI 360 pay ranges represent national averages that vary by geographic location. When determining an offer amount, FHI 360 factors in multiple considerations, including but not limited to: relevant years of experience and education possessed by the applicant, internal equity, business sector, and budget.

Base salary is only one component of our offer. FHI 360 contributes 12% of monthly base pay to a money purchase pension plan account. Additionally, all US based staff working full-time, which is calculated at 40 hours/week, receive 18 days of paid vacation per year, 12 sick days per year, and 11 holidays per year. Paid time off is reduced pro rata for employees working less than a full-time schedule.

US Based Hiring Salary Range: $100,000 - $120,000

International hiring ranges will differ based on location.
