Background/Context

The Norwegian Refugee Council (NRC) is a non-governmental organization that has been working for the rights, protection and rehabilitation of refugees and displaced persons in the Central African Republic on a continuous basis since 2014. We are present in the prefectures of Mambéré Kadei, Nana Grebizi, Bamingui Bangoura, Kémo, Ouaka, Basse-Kotto, Ombella Mpoko, Lobaye and in the eight communes of Bangui, in close collaboration with State services.

NRC operates in the areas of Education, Water and Sanitation, Shelter for Displaced Persons, Livelihoods and Protection.

About the PositionAs the Finance Manager, you will be responsible for ensuring that the financial set up of the Country Office is according to NRC standard. You will also play a pivotal role in the financial steering of programme/project implementation. Some of the responsibilities associated with the role include -

  • Ensuring that country set ups adhere to Financial Handbook, NRC policies, donor and auditor requirements
  • Providing coherent and coordinated feedback to the Country Management Team in regards to the financial risks, the country needs and challenges.
  • Providing input on operational support in proposal, reporting development and project implementation
  • Coordinating the Master Support Budget and Income forecast development processes
  • Generating monthly financial reports including Budget versus Actuals and provide financial analysis with appropriate advice to the Country Management Group and budget holders
  • Leading and developing the finance team capacity in the country including training and development of local finance procedures
  • Conducting routine field visits to monitor compliance of internal control and financial systems
  • Supporting in audit processes; Implement and follow-up audits and evaluations findings for the smooth running of the country Office

What you will bring

1. Professional competencies

  • Minimum 5 years of experience from working as a senior Financial Manager, preferably with humanitarian organizations
  • Experience from working in complex and volatile contexts
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Solid knowledge of computer software and modern accounting systems

  • Fluency in both French and English
