Program Brief

The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises and helps people to survive and rebuild their lives. IRC has been present in Bangladesh since 2017 and obtained registration with the NGOAB in March 2018. Since IRC obtained registration in March 2018, it has moved quickly to expand its integrated emergency health and protection response through both direct and partner-based programming focused on primary healthcare, women’s protection and empowerment, sexual and reproductive health, gender-based violence and child protection. Through 2018, the IRC’s response strategy will primarily target Rohingya refugees in Cox’s Bazar, while meeting the significant needs of both refugee and host populations, as already existing vulnerabilities are compounded by cyclical monsoon and cyclone seasons that impose additional threats to the lives and protection of those refugees as well as vulnerable host populations. IRC is expanding its programming to cover education and livelihoods/DRR, as well as its geographic footprint in the host community and to other parts of the country in partnership with national NGOs.

IRC-Bangladesh has offices in Dhaka, Cox’s Bazar, and Ukhiya; currently has close to 400 staff and employs a further 500 incentive workers (Rohingya and Bangladeshi) to enable the frontline delivery of its programs. Purpose of the Role

Under direct supervision and technical support from Deputy Director Finance (DDF) and matrix relation with Budget and Reporting Specialist, the Finance Manager- budget and Reporting will be responsible for the preparation of donor budget, budget amendments, financial report, monthly budget variance analysis (BVA) and grants reconciliation in a timely manager. She/he will work closely with the Budget and Reporting Specialist for backup support in his role and taking lead for reports and budgets for the country program in absence of him.

Highlights of Key Responsibilities

Financial Systems Operations:

· Prepare D2 codes as per IRC internal budget and submit them to Finance Manager to upload into ERP Systems.

· Review financial transactions and cross-check with donor budget lines (D2 codes) and do necessary corrections as per approval from DDO/DDP.

· Prepare quarterly grants reconciliation as per the template and find out deviations to take appropriate decisions.

· Closely monitor all financial activities and keep the consortium coordinator advised of all situations which have the potential for a negative impact on internal controls or financial management performance.

· Prompt monitoring of exchange rate loss/gain and promptly advising DDF/DDP.

Financial Reporting and Budgeting:

· Preparation of monthly/quarterly budget versus actual reports for current grans to ensure that Program/Grants can monitor the budget utilization and take appropriate action on any significant variances.

· Review financial reports and transactions provided by the partner on a timely basis and provide feedback to partners as required.

· Prepare financial reports as per donor reporting schedule (DRS) and submit them to DDF and grants for review.

· Prepare donor’s budget on the internal budget template, ensure SPC %age and SPC position as per operational budget and linked with donors’ format and timely submit to DDF for review.

· Where necessary train and develop the capacity of the partners’ finance team to ensure that a good standard of financial management is maintained.

· Produce necessary financial documents and reports for submission to GoB (e.g., FD7).

· Undertake other related duties as may reasonably be assigned by the DDF.

Major Challenges/Difficulties of this Role

· Work under tight deadlines while dealing with competing priorities

· Gather the necessary inputs from other functions/roles while meeting the necessary quality and agreed deadlines

Deliverables

· Produce budgets for all new grants with precision and efficiency

· Develop monthly/regular BVA reports and share with the respective budget holders for review

· Draft donor financial report for internal review

· Ensure timely Grants reconciliation as per IRC systems

Qualifications

Experience (Including Sector/Industry)

· Minimum 5 years of experience working in humanitarian/development contexts.

· Minimum 3 years of relevant work experience in a similar role with international NGOs.

· Requires extensive experience in working with computerized accounting systems, standard spreadsheet and database programs Microsoft Dynamic 365.

· Familiarity and experience in dealing with financial compliances of US grants, ECHO, DFID, UNs, GAC and other foundations.

· Solid understanding and experience of relevant GoB compliances for INGOs in Bangladesh including but not limited to FD6, FD7, VAT, taxes, etc.

· Excellent problem-solving skills and demonstrated ability to handle pressure and improve.

Knowledge, Skills & Competences

· Requires having a proven track record of proactively identifying and communicating potential problems and proposing solutions

· Demonstrated skills and experience in strategic and analytical thinking

· Ability to carry out responsibilities independently with minimal technical support

· Good English and Bangla language communication skills, both written and verbal.

Specific Educational Qualification

· Master’s degree in Accounting / Finance

Professional degree / Certification

· Recognized professional certificate in accounting such as CA/ ACCA (part qualified) preferred
