NRC in Bangladesh is looking for a Finance Manager to oversee NRC's Finances across the country. Reporting into the Country Director, the Finance manager sits on the Country Management Group (CMG) and is a senior member of the NRC Bangladesh operation with contact to external government offices, senior donor relationships and plays a key role on the INGO finance working group.

Role Summary

The purpose of the Finance Manager is to ensure the financial set up is according to NRC standards, to lead and build capacity of the finance team, and to support programme/project implementation.

Key Responsibilities

  • Ensure that country set-up adheres to the Financial Handbook, NRC policies, donor and auditor requirements, as well as Bangladesh legal requirements
  • Implement NRC’s financial systems, routines and procedures
  • Maintain overall budget control and monitor cash flows
  • Manage and build capacity of the financial team
  • Training of line managers and staff with financial responsibilities
  • Provide regular analysis and reports
  • Implement anti-corruption policy
  • Lead the scale-up of NRC Bangladesh finance department in line with the move to a larger Country Office and build capacity of team members on NRC finance procedures, policies and standards.
  • Oversight of NRC Bangladesh’s finance procedures and system to meet NRC global standard-compliant systems and ensure adherence to Agresso budgeting/accounting system
  • Contribute to strategy and proposal development for country and area programmes.
  • Lead the development and revisions of the Country Office Master Budget and support managers in the creation of and management of programme budgets, ensuring compliance with NRC and donor regulations.
  • Oversee the development of core financial tools for NRC Bangladesh, including context-specific Standard Operating Procedures (SOPs), tailor the NRC Anti-Corruption Policy and provide the necessary trainings to staff and IPs.
  • Manage relations with bank, auditors, and legal advisors to ensure compliance of NRC in Bangladesh
  • Lead the preparation of all supporting documentation for the country office audit, and government reporting requirements (under the FD Act).

Required competencies, skills and experience

  • Minimum first level university degree in relevant finance field.
  • Minimum 3 years of experience from working as a senior Financial Manager in a humanitarian/recovery context
  • Experience from working in start-ups/scale-ups
  • Ability to lead and develop the finance team
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Solid knowledge of computer software and modern accounting systems
  • Fluency in English, both written and verbal
  • Knowledge of the context in Bangladesh, especially NGO and tax regulations, an advantage
  • Knowledge of the local language, Bangla, is an asset
  • Strong interpersonal skills, with the ability to develop strong working relationship with various stakeholders such as finance team, programmes team and government.
