FHI 360’s Crisis Response team has been responding to the humanitarian emergency in Northern Ethiopia through an integrated health, nutrition, WASH, and Protection project to meet the critical needs of the conflict-affected population. FHI 360 aims to expand its reach to the Somali Region in Eastern Ethiopia.

POSITION OVERVIEW :

The Finance Manager will provide overall financial and accounting Leadership to the Ethiopia Crisis response project. Their responsibilities includes monitoring project finances, Coordinate preparation of weekly cash requests, reviewing and posting transactions into financial system, preparing project budgets, ensuring adherence to funder rules and regulations, coordinating with the Country office, Regional Office and headquarters on financial information required on the project, providing financial technical assistance to develop the capacity of FHI 360 partner organizations, and acting as a resource for project staff on finance-related issues. Provides leadership and technical guidance for compliance with Generally Accepted Accounting Procedures (GAAP) and FHI360 financial policies.

KEY RESPONSIBILITIES AND DELIVERABLES:

  • Provide leadership to finance aspects of the project, including financial management, sub-award management, accounting, and Reporting.
  • Establish and maintain sound and transparent accounting and fiscal control procedures for financial and sub-award aspects of project.
  • Ensure compliance of financial systems with FHI 360 policies and procedures, donor rules and regulations, and Government of Ethiopia laws, including for sub-partners.
  • Develop, analyze, and monitor program budgets, monitor, and track obligations and expenditures against budgets.
  • Provide technical assistance, as needed, to local partners on financial compliance and reporting.
  • Liaise with internal and external auditors in the review of project financial management.
  • Liaise with the FHI 360 Office of Compliance and Internal Audit to improve necessary documentation and or answers to questions arising from internal and external reviews or audits.
  • Oversees the monitoring and review of subaward financial reports to ensure compliance with subaward budgets and FHI 360 policies.
  • Set up and adjust as needed all field-based financial systems and processes and organize appropriate training and orientation on policies and systems for all field staff at the time of hire and ongoing.

DESIRED QUALIFICATIONS:

  • Bachelor’s degree or higher in Accounting, Finance, Business Administration, or related field from a recognized institution.
  • Professional qualifications CPA, ACCA, CIMA, CFE or any other relevant professional certification/qualification.
  • Minimum 5 + years of relevant experience in financial management, including overseeing the finance operations of equally large and complex projects; 4+ years leading finance project team or finance department.
  • Familiarity with USG rules and regulations.
  • Demonstrated experience coordinating audit activities and managing reporting, budget development and analysis, and accounting for an international NGO.
  • Excellent analytical, numerical, and problem-solving skills.
  • Proficiency in Microsoft Office applications such as MS Word and MS PowerPoint, with an expert knowledge of MS Excel.
  • Experience building capacity in financial management of local implementing partners.
  • Must be able to read, write and speak fluent English, fluent in host country language.
  • Ability to manage tight deadlines and deliver high volumes of work with minimal supervision.

Travel Requirements:

  • 50% travel within Ethiopia
