The ongoing conflict in Yemen has caused significant disruptions to the supply chain and to the overall availability of services.

In light of the reduced or even absent provision of public services, communities have adopted various coping strategies, including using alternate water and energy sources, relying on alternate service providers and community-based service delivery initiatives to address the shortfall.

Physical damage to infrastructure and the lack of functionality in one sector often spills over into other sectors with significant consequences on both the access to, and quality of services, that are often interrelated. For example, in cities such as Aden, the lack of functionality in the water sector is tied most directly to the lack of electricity rather than to physical damage to water infrastructure. As a result, wastewater continues to overflow into Aden’s streets, which in turn has significant implications for the health and transport sectors. Similarly, the absence of electricity across many cities in Yemen is not solely tied to infrastructure damage of energy facilities but rather to the lack of fuel, amongst others due to severe transport limitations and access constraints. These cross-sectoral linkages demonstrate the need for an integrated, multi-sectoral approach that provides synergies and responds to the multi-faceted needs on the ground.

Project Information

The Yemen Integrated Urban Services Emergency Project (YIUSEP) seeks to restore access to critical urban services and strengthen resilience to shocks in selected cities within the Republic of Yemen. Financed by the International Development Association (IDA) grant to UNOPS

The project is structured around the following three components:

Component 1: Service Restoration

Sub-Component 1.1: Tertiary Municipal Services and Solid Waste Management

Sub-Component 1.2: Urban Water and Sanitation

Sub-Component 1.3: Urban Roads

Sub-Component 1.4: Energy for Critical Services

Component 2: Implementation Support and Capacity Development

The Yemen Emergency Electricity Access Project (YEEAP) seeks to improve access to electricity in rural and peri-urban areas within the Republic of Yemen. Financed by the International Development Association (IDA) grant to UNOPS, which is serving as both recipient and implementing agency. The project aims to restore electricity supply to 200,000 households (1,340,000 people), 400 health facilities, and 800 schools. In the first year of implementation (by mid-2019), the Project aims to reach 67,000 households and 600 health clinics and schools.

The project is structured around the following three components:

Component 1: Financing for Off-grid Solar

Component 2: Implementation Support and Market Development

Component 3: Contingent Emergency Response Component

The Yemen Emergency Human Capital Project is a World Bank-funded project that will contribute to efforts by the international community to maintain and enhance health and nutrition services in line with Yemen’s Minimum Service Package (MSP) and respond to health and nutrition crises, and contribute to the provision of safe water and improving the water and sanitation system capacity. The project will target the whole country, with some interventions focused on specific governorates or districts as per the priorities and needs

Functional Responsibilities

Under the overall guidance of the Project Manager, the Finance Manager is responsible for efficient financial resources management and the provision of accurate, thoroughly researched and documented financial information, effective delivery of financial services, transparent utilization of financial resources and management of the Country Office’s Finance Unit. He/she analyzes and interprets the financial rules and regulations and provides solutions to a wide spectrum of complex financial issues. The Finance Manager promotes a client-oriented approach consistent with UNOPS rules and regulations.

The Finance Manager supervises support staff of the Finance Unit and works in close collaboration with the Programme, Support Services, and project teams in the Operational Hub in Amman, UNOPS HQ staff and Government officials ensuring successful delivery of financial services.

In accordance with UNOPS policies, procedures and practices, the Finance Manager’s duties include:

1. Ensure effective and accurate financial resources management and oversight, focusing on achievement of the following results:

  • Proper planning, expenditure tracking and audit of financial resources, in accordance with UNOPS financial rules and regulations.
  • Organization and oversight of the Country Office’s cash management processes, including liquidity management, recommendation of imprest level, risk assessment, bank relationship management, timely accounting and reconciliation of all transactions, security for cash assets on site in coordination with the Hub Finance team.
  • Coordinate and support the projects in preparation and timely submission of periodic project reports
  • Identification of problems in financial and administrative areas, suggesting alternative solutions to resolve issues in compliance with broader UNOPS policies, rules and procedures.

    1. Ensure implementation of operational strategies and procedures, focusing on achievement of the following results:
  • Elaboration/establishment of internal standard operating procedures and control of the workflows in the Finance Unit and in coordination with the AMM Hub Finance team.

  • Elaboration and implementation of cost-saving and reduction strategies.

    1. Support timely budget preparation and effective monitoring and control, focusing on achievement of the following results:
  • Provide direct support to the Project Manager to ensure compliance with UNOPS financial rules and regulations, financial policies and procedures and that project budgets and revisions are prepared in accordance with established procedures and budgetary guidelines of the funding agency; ensure that project budget rephrasing’s are processed accurately and in a timely manner.

  • Identification of administrative budgetary requirements; provision of guidance on guidelines for budget preparation, the format to be used in reflecting budget proposals and the procedures for submission to facilitate consolidation at the global level.
  • Collaboration in the improvement of the UNOPS Project Budget formulation system, with the cooperation of the Information Technology group, ensuring relevance of system at all times by updating and proposing change to facilitate financial management of project

    1. Ensures proper Country Office’s cash management and treasury functions, focusing on achievement of the following results:
  • Timely review of cash position for local accounts to ensure sufficient funds on hand for disbursements; identification and recording of receipts for income application.

  • Discussion and communication with the Project Managers on the savings or potential concerns that may require further review.
  • Analysis of trends and forecasting of income from projects and other sources.

    1. Ensures proper control of Country Office accounts and payments, focusing on achievement of the following results:
  • Quality control of the account by performing ongoing review, analysis and reconciliation of accounts. Investigation of discrepancies and initiation of timely corrective actions on unposted vouchers, including the vouchers with budget check errors, match exceptions, unapproved vouchers. Timely response to HQ requests to resolve financial data issues in coordination with the Finance team in the AMM Hub.

  • Control of the Accounts Receivables for UNOPS projects and follow up with partners on contributions, maintenance of the General Ledger.
  • Ensuring proper maintenance of the project financial accounts; preparation of financial records, statements and reports as required or approval of the work of subordinates; coordination of field replies to internal and external audit queries;
  • Ensuring proper receipt, management, safeguarding and disbursement of payments handled by the project; review, modification, initiation and implementation of internal control procedures in coordination with Headquarters;
  • Proper control of the supporting documents for payments; preparation of all types of vouchers; Pay Cycle and payments execution.
  • Ensuring proper maintenance of the Accounts Receivables for UNOPS projects and follow-up with partners on contributions, deposits

    1. Provides support to knowledge building and knowledge sharing, focusing on achievement of the following results:
  • Organization and conduct of training for the operations/ projects staff on Finance.

  • Synthesis of lessons learned and best practices in Finance.
  • Sound contributions to knowledge networks and communities of practice.
  • Provide technical guidance and on the job training to ensure work standards are achieved, both in terms of quantity/quality of input/output processed

    7. Personnel Management:

  • Provide oversight ensuring compliance by team members with existing policies and best practices.

  • Lead, supervise, and motivate the project team.

Education/Experience/Language requirements

Education:

  • Master’s Degree in Accounting, Business Administration, Financial Management, Finance or related field. A First Level University Degree with additional 2 years extensive experience in Accounting, Business Administration, Financial Management, Finance or related field may be accepted in lieu of the Master’s Degree requirement.
  • Certified Public Accountant or equivalent professional qualification an asset.
  • Membership from a recognized professional accountancy body advantageous is desired.

Experience:

  • Minimum 7 years of progressively responsible professional accounting experience with responsibility for project accounting and preparation of financial statements in a computerized environment is required.
  • Practical experience with UN financial management procedures, with special emphasis on finance, accounting, disbursing, reporting and other financial controls based on established procedures, including holding the Office's imprest account is an asset.
  • Good knowledge of UNOPS (or UN) financial regulations and rules; with special emphasis on application of IPSAS to financial reporting is an asset.
  • Working knowledge of oneUNOPS or familiarity with any Enterprise Resource Planning Financial application is an asset.
  • High proficiency software packages (G Suite) or other related software related to the positions field of expertise is desirable.
  • Demonstrated field experience in developing countries is required, and in FCV countries is highly desirable.
  • Hands on experience for management of operations is highly desirable.

Language requirements:

  • Fluency in the English language is required.
  • Fluency in Arabic will be an asset.
