Job Description

Job Overview:

The Finance Director (FD) for San Diego provides regional leadership and management necessary to ensure that the San Diego office has the appropriate financial infrastructure and systems in place to support the strategic vision and mission of San Diego and the wider organization. The FD will contribute to the development of RAI program strategic and operational plans and be accountable for ensuring and monitoring delivery against the financial plans through targeted and comprehensive financial analytical review. The FD is responsible for overseeing the financial and accounting management of San Diego programs offices. Emphasis will be placed on maintaining financial management practices and systems that are compliant with US and state laws as well as donor requirements but are also conducive to effective implementation of San Diego offices.

The FD will have responsibility for all aspects of strategic and operational finance across the San Diego region, acting as the principal finance business partner to the Executive Director, as well as conforming to IRCs financial control environment and CFO standards and objectives. This includes ensuring sound fiscal management of IRC San Diego’s assets; and collect/process IRC’s financial data in order to provide management, program leads, donors, grantors, creditors, and others with timely, accurate and understandable information. The FD serves as a member of the San Diego region’s Senior Management Team (SMT) in strategic planning and decision-making towards the agency’s overall operations.

Major Responsibilities:

Finance:

· Provide financial information to support the Executive Director and San Diego leadership Team in making business decisions in line with IRC, Regional, and San Diego offices’ program strategies;

· Continuously analyze the overall financial health of the San Diego office and inform the Executive Director of potential risks and priorities to address;

· Ensure IRC San Diego Regional Office compliance with IRC’s accounting vis-à-vis fund accounting as noted in IRC’s finance manual and generally accepted accounting principles and coordinate the protection of the organization’s assets by implementing IRC’s Internal Control procedures;

· Oversee the office’s disbursements, all financial activities and fiscal reporting to ensure proper allocation of funding sources and fiscal compliance with donor requirements/limitations and IRC control policies;

· Prepare and administer IRC San Diego Regional Office’s annual and program budgets, as well as budgeting processes; lead all aspects of grant reporting and compliance in the financial area;

· Provide solutions to budget challenges and apply own financial expertise to ensure maximum leverage of available funds;

· Respond to ad hoc requests made by the Executive Director, RAI regional and/or HQ management;

· Prepare for sound audit practices and facilitate audits and monitoring visits;

· Supervise the office’s banking arrangements and petty cash fund;

· Ensure cash flow is adequate for office operations and coordinate cash transfers to/from HQ as necessary;

· Coordinate with IRC San Diego’s HR/Admin Manager to assure accurate NOVAtime reporting, as required;

· Supervise, delegate to, and develop the professional skills of the Finance Manager in handling/organizing the fiscal unit and provide oversight to the unit as necessary.

General Operations:

· Develop and/or update office specific procedures to increase efficiency and effectiveness in conjunction with guidance provided by the USP Finance manual;

· Manage and oversee IRC assets within office spaces, community gardens, leased equipment and the vehicle fleet;

· Handle the office’s record management and serve as the office point of contact with CORODATA;

· Provide asset and risk management guidance as required to IRC San Diego’s Senior Management Team and Operations Coordinator on matters related to IT, Purchasing, Fleet/Asset management;

· Support programs in matters related to Procurement, Insurance, P-card management;

· Other related duties as assigned by the Executive Director.

Job Requirements:

· Undergraduate degree, ideally in Finance, Accounting, Business Administration; graduate degree preferred.

· Minimum 5+ years of progressively responsible professional experience in the financial and accounting area; in a non-profit or social services agency environment;

· Minimum 2+ years of it as a senior professional;

· Minimum of 4+ years in supervising other accounting staff;

· Demonstrated accounting skills;

· Advanced digital literacy proficiency with an emphasis on Microsoft Office applications (Word, Excel, Teams, Outlook). Proven experience in web-based data entry systems, with both data extraction and design preferred;

· Highly organized self-starter with proven success prioritizing multiple tasks, making critical decisions, and delivering results in a fast-paced environment with tight deadlines;

· Must be comfortable in being a proactive member of the Senior Management Team, with a proven track-record of proactively identifying and communicating potential problems and proposing solutions;

· Ability to carry out responsibilities independently with minimal technical support;

· Excellent written and verbal communication skills;

· Very detail oriented;

· Excellent written and oral and communication skills, conscientious, organized, self-directed and thorough in working with accounting procedures, data entry/record keeping;

· Must have a valid driver’s license, active insurance policy, access to reliable transportation and the ability to travel regularly throughout the service delivery area;Proficiency in spoken and written English is required; additional language skills a plus;

· Grants Management Certification a plus.

Working Environment:

· Covid-impacted remote work with travel to office as required;

· Standard, professional office environment;

· Some travel to off-site locations is required;

· Access to a reliable vehicle and valid driver license is required;

· Offices hours are scheduled as Monday-Friday, 8:30am-5pm;

· Must be comfortable working on a computer for long periods of time.
