JOB TITLE: Finance Coordinator (Treasury) TEAM/PROGRAMME: Finance LOCATION: Kabul, Afghanistan GRADE: 3 POST TYPE: Fixed Term

CHILD SAFEGUARDING: Level 2: either the post holder will have access to personal data about children and/or young people as part of their work; or the post holder will be working in a ‘regulated’ position (accountant, barrister, solicitor, legal executive); therefore a police check will be required (at ‘standard’ level in the UK or equivalent in other countries).

ROLE PURPOSE: As a member of the country office finance team reporting to Senior Manager, Finance – the manager provides support to Afghanistan Country Office (AFCO) by ensuring that all the transactions are properly accounted for, all the offices in Afghanistan have enough liquidity to pay bills on time, all the donor/ SCI/ governments laws / rules / regulations are complied with, and that the internal and external reviews / audits are properly coordinated. S/he is also required to produce ad-hoc reports and analysis as required by the management.

In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

SCOPE OF ROLE:

Role Dimensions: AFCO has a current annual portfolio of about USD 85 million, with about 50 active awards in a given month for which reports are submitted to various Budget Holders, SC Members and donors on regular basis. AFCO implements programs in Afghanistan via seven sub-offices in the provinces, plus a program and the country office in Kabul. The Coordinator ensures efficient and effective use of the CO financial resources through accurate recording of transactions, ensuring funds liquidity, compliance with tax and other laws of the country / donors / SCI, and facilitate internal / external reviews and audits.

KEY AREAS OF ACCOUNTABILITY:

1. Over all SCI Afghanistan Cash Management (10% FT LOE) 2. Follow up with Budget Holders and consolidate their inputs to compile an accurate and timely cash forecast. 3. Prepare the monthly cash forecast and second tranche request and Considering the cash balance threshold related to cash forecasting and funding requirements. 4. Manage cash availability for CO and SO 5. Coordinate with all relevant stakeholders in the preparation and review of the weekly cash forecast to ensure accuracy, timeliness, and alignment with operational and funding requirements.

  1. KYC, and Bank Signatories management (10% FT LOE)
  2. Coordinate with all three banks on KYC requirements and ensure timely submission of complete and accurate data.
  3. Coordinate with all stakeholders and banks regarding changes in bank signatories, and ensure that signatories are updated promptly across all SCI Afghanistan bank accounts.
  4. Maintain proper archiving of all KYC and bank signatory communications, along with supporting documents, including submissions made to the Ministry of Economy, to ensure a complete and traceable audit trail.
  5. Financial Compliance and Control (40% FT LOE)
  6. Review, verify, and enter Country Office (CO) financial reports to ensure accuracy, completeness, and timely posting in accordance with organizational procedures.
  7. Ensure accurate deduction, recording, and reporting of taxes in financial reports, and coordinate timely payment of all tax liabilities to the Ministry of Finance in compliance with applicable regulations.
  8. Ensure proper archive management of financial documents, confirming that all records are complete and accurately maintained, including scanned and hard copies, and that documents are appropriately archived or disposed of in line with retention and audit requirements.
  9. Perform regular cash counts and review bank reconciliations to ensure accuracy, completeness, and timely resolution of variances in accordance with financial control procedures.
  10. Coordinate with the Supply Chain Department and Accounts Payable focal point to ensure timely and accurate payment to suppliers in accordance with agreed terms and procedures.
  11. Support the Senior Finance Manager in performing TIM versus Agresso reconciliations to ensure consistency, accuracy, and timely resolution of variances.
  12. Focal Person in Finance for Auditors (30% FT LOE)
  13. Facilitate internal audits and all project audits by coordinating auditors’ requirements with relevant departments, responding to audit queries, and supporting the preparation and follow‑up of management letters.
  14. Review and verify payment vouchers and supporting documents prior to submission to internal and external auditors to ensure accuracy, completeness, and compliance.
  15. Provide inputs and support in the preparation of management responses to internal and external audit findings, including follow‑up on agreed corrective actions.
  16. Others (10% FT LOE)

  17. Maintain and manage correspondence with banks regarding bank signatories, bank statements, and ACSS matters, ensuring timely coordination and proper documentation.

23. Serve as a member of the Procurement Committee, representing the Finance Department and providing financial oversight and input in procurement decisions.

24. Provide cover for other roles within the Director of Finance team during vacancies, leave, or periods of high workload.
