Job Description

Position: Finance Coordinator (2 positions)

Grade: 7

Reports to: Finance Manager

Supervision of: Finance Officers and Finance Assistant

Duty station: Juba, Country Office

Travel: 15%

Project number: various projects

Duration and type of contract: 12 months, renewable depending on funding and performance.

  1. Role and responsibilities

The purpose of the Finance Coordinator position is to ensure accountability and accurate financial reporting in conformity to NRC’s accounting practices and standards and donor requirements. S/he is responsible for monthly internal and external financial reporting; for assisting in preparation of master budget and project budgets for all related programmes, donors, and departments by ensuring adherence to NRC’s policies and donor requirements; ensure that NRC South Sudan financial management systems are consistent, project funding utilized and accounted for in compliance with NRC and donor regulations and procedures.

The following is a brief description of the role.

Generic responsibilities (max 10)

The below responsibilities are essential. Details belong in the Staff Work and Development plan.

  1. Implement NRC’s systems and procedures at area level
  2. Ensure adherence to NRC policies, handbooks, guidelines, SOPs and donor requirements
  3. Prepare and submit reports and analysis
  4. Ensure proper quality check, recording, and filing of all support documents
  5. Support line manager in procedures and staff trainings
  6. Management of direct reports
  7. Provide anti corruption, transparency and cost efficiency focus in processe

Specific responsibilities

  • Contribute to the design, development and implementation of the Financial management policies, procedures and practices in NRC
  • Assist in the production of donor financial reports and any other financial management reports.
  • Participate in go/no-go meetings, budget preparation for new proposals and grant applications to ensure compliance with NRC and donor guidelines.
  • Ensure that all projects’ budgets are uploaded into Unit 4 system and update the data accordingly.
  • Consolidate financial reports, fund requests and budget amendments in a timely fashion throughout the life of the projects.
  • Prepare the provision of Payroll, NSSF and income tax in accordance to NRC’s financial procedures and local laws.
  • Prepare standard monthly journals for posting
  • Assist in coordinating project and end of year audits.
  • Communicate financial related matters to all concerned parties and act as the focal person to report project’ results.
  • Assist Finance Manager to hold monthly meetings to review financial reports, and budget preparations with field Finance Officers, Project Managers, Area Manager, Head of Programme, Head of Support and Country Director and follow up accordingly.
  • Coordinate and be focal point with partners and implementing partners in consortiums
  • Assist Finance Manager with optimal allocation of expenses in line with approved budgets and projected expenditures (master budget, consolidated allocation tables, BPO, etc.).
  • Assist the Finance Manager on the monthly reports e.g. BRS and BVAs and performing financial analysis and recommendations.
  • Maintain financial archives in accordance with donor requirements.

Monitor and control funds and expenditures related to implementing projects.

  • Maintain budget control and monitor cash flow for the assigned project / offices/ areas
  • Prepare Project summary report for submission of cash request to HO and ensure the country program has sufficient funds at all times.
  • Ensure timely submission and payment of monthly taxes deducted from staff and consultants, and obtain periodical tax clearance certificate from the relevant Ministry
  • Verify PR and POs for completeness and attend bid meetings on behalf of finance
  • Verify payment vouchers/cheques/cash payments to ensure completeness and accuracy
  • Support in yearend closure preparation and working with the assigned controller
  • Provide support to field finance staff, and work closely with them to ensure that financial information is accurate and up to date.
  • Participate in the closure of projects and coordinate with area finance teams to close the projects on time.
  • Review all grants on a monthly basis in terms of budget versus actual, identify areas of over or under expenditure, instigate remedial actions and liaise over required correction.
  • Developing and updating the master budgets at country level and working closely with the area finance teams for any technical support needed
  • Take over the responsibilities of the FM during his/ her absence when delegated

  • Proficient in Microsoft Excel
  • Experience in Consortium or direct coordination with partners, donors is a plus
