As an Area Finance Coordinator, you will play a pivotal role in overseeing financial activities within a Gaza’s area. Your responsibilities will include financial analysis, budgeting, reporting, and ensuring compliance with financial regulations and organizational policies. You will collaborate closely with various stakeholders, including department heads, managers, and finance teams, to support effective financial management and decision-making.

  1. Role and responsibilities

Generic responsibilities

These responsibilities shall be the same for all positions with the same title. Details belong in the Work and Development plan.

  1. Implement NRC’s systems and procedures at area level
  2. Ensure adherence to NRC policies, handbooks, guidelines and donor requirements
  3. Prepare and submit reports and analysis
  4. Ensure proper filing of all support documents
  5. Support line managers in procedures and require support team trainings
  6. Management of support team
  7. Ensure that the accounting, monitoring and reporting are according to procedures
  8. Support project staff in financial matters
  9. Maintain budget control and monitor cash flow for the area
  10. Ensure development and implementation of administrative systems and procedures

Specific responsibilities

  1. Budget Management
  • Responsible to support programme staff in any financial matters.
  • Prepare accurate and timely financial reports, adhering to budgetary guidelines for the area office and submission to the Gaza Finance Coordinator in the country office.
  • Work closely with stakeholders to adjust budgets and actuals through rebookings as needed to align with changing business needs.
  1. Financial Compliance and Accountancy Management
  • Oversee accountancy management processes, including accounts payable, accounts receivable, and general ledger maintenance, to ensure the accuracy and integrity of financial data for the preparation of the EBRS.
  • Responsible to clear any oustanding advances from employees, suppliers, etc.
  • Responsable for the financial verification of documents Purchas requisitions, Payment requests, etc for his/her area.
  • Ensure effective cash flows and liquidity of the area office, preparing forecast of expenditures and submitting monthly cash requests to the Country Office.
  • Responsible to ensure that financial supporting documents are secured in his/her area according to NRC procedures.
  • Lead on preparation and assistance on external audits and reviews, providing necessary documentation for the area office and submit to the country office.
  • Resposible for the follow up in the cash programming process and the money transfer agent.
  1. Process Improvement
  • Responsible to support the budget holder in proper use of the tools, monitoring and analysing the projects.
  • Provide financial guidance and support to stakeholders, including interpretation of financial reports and analysis.
  • Build the capacity of the Finance team and provide training for non-financial staff.

Identify opportunities to streamline financial processes and improve efficiency.

  • Review and update Standard Operating Procedures for the Area Office if relevant changes in operations happen. Shared with the Country Office to be included in the current document.
  1. Critical interfaces

By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position:

  • Coordinates with HR, finance team, projects teams.
  • Coordinate with PDMs, FMs, PCs/FCs and field FOs in budget preparations & follow ups
  1. Competencies

Generic professional competencies:

  • Minimum 5 years’ experience from working in a similar positions under a humanitarian/recovery context
  • Previous experience from working in complex and volatile contexts
  • Previous experience working on main donors.
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Fluency in Arabic and English, both written and verbal

Context related skills, knowledge and experience:

  • University degree in Finance or a relevant subject.
  • Proven experience in financial analysis, budgeting, and reporting, with external donor funding, preferably in NGO sector.
  • Knowledge of Agresso Accounting System as an asset.
  • Advanced Microsoft Excel skills.
  • Ability to work independently, prioritize tasks, and meet deadlines in a fast-paced environment.
  • Strong communication and interpersonal skills, with the ability to collaborate effectively with diverse stakeholders.
  • Critical thinking with a constructive approach to problem-solving.
  • Excellent Knowledge of the Palestinian and Israeli taxation laws.
